Well, without further context I think a disagree is premature. I don't see how "products in or made by the consumer sector vs. in the industry" makes much sense, at all.

Næringslivssektoren

Careful - "næringsliv" in the word næringslivssektoren" does not mean "foodstuff". It translates as "economic life", "trade", "industry" or "trade and industry". In this case I would translate the frase as: products belonging to the economic and private sector.
But I agree with Tore Bjerkek - more context is needed.

I have never seen the term "personsektor" used. From the context given, It is difficult to guess what the author can have meant. Since "næringslivet" (despite public ownership) is normally regarded as being part of (or even sometimes synonymous with) the private sector, it seems unlikely to me that "personsektor" means "private sector" here. One possibility is that it refers to services offered by self-employed professionals, but this is purely guesswork on my part. "Næringslivet" is translated in various ways, including "business sector", "business community", "business and industry", "commerce and industry", commercial sector", "trade and industry", etc., partially depending on context.

consumer sector

The essential difference intended is, I believe, the one between companies and individuals/private persons, i.e. between the commercial and the consumer sectors.
We may for instance be talking about banking here, and the need to differentiate between financial/banking products intended for companies on the one side and individuals on the other.
