I do not have enough context before or after he sentence however I think that here it means something lilke "πετροβολω" ...again I am not sure but if somebody high brows (used as verb) in a condescending manner and then both (high and low) take shots ....it may mean "taking shots" or "throwing punches" .....

I will give it a go though it's almost impossible without more information.

If I understand well, they disapproved the collapse of the social pyramid (in which pyramid there was a distinction between low class and high class) and (I assume) at the same time they disapproved the fact, tendency that between the high class and the low class there was a sort of approach / initiative / association somewhere in the middle. This "middle" could perhaps imply middle class or the situation in which on the one hand I want social distinction, each person keeps his place in society, on the other hand, I promote an underlying contact between high and low, because it serves some purposes.
