I think this is a restaurant where you can buy picnic food at a ski resort, but I can't be sure.
It is one of the food/restaurant options available at a French ski resort.

agree Claire Cox : Yes, definitely. You're not allowed to eat your own picnic in the mountain restaurants, so some places, often lift centres, have a special room (usually dark and dingy but at least out of the blizzard!) where you can eat own food

self-preparation

I suspect this might be cross-country skiing, using "refuges", hence analagous to the usage in the following "summer hiking" contexts.

I've only ever carried my own food and tent when hiking, and never used "refuges", but it appears that in publicly operated establishments you might have the options of "demi-pension" or preparing your own food with stuff taken "out of your rucksack" (hors sac).

prennent pas le repas payant du refuge, et qui donc sortent leur réchaud

Selon les refuges, plus ou moins bien...plus ou moins grand...plus ou
moins sympa...sachant que ca rapporte rien au gardien, mais imposé par
le gérant ( un refuge devant accueillir tous le monde )
Tout au moins, pour les refuges CAF
pour les refuges privés, se renseigner au cas par cas.

Si on souhaite utiliser la salle hors sac pour se faire à manger, on paye une redevance forfaitaire pour son utilisation, le gaz.. c'est un principe dans tous les refuges qui donnent cette possibilité. Cette taxe n'est pas appliquée, bien sûr, si on prend la demi-pension

Un refuge "privé" fait comme il le veut (c'est normal). Un refuge "privé" peut très bien t'obliger à prendre la demi-pension. Si tu n'es pas d'accord, tu vas ailleurs.
Un refuge CAF suit necessairement le reglement CAF => la demi-pension n'est pas une obligation. S'il n'y a pas de salle hors sac, tu peux toujours faire ta bouffe à l'exterieure
