El manto de la noche lo cubre todo, la noche es oscura y eterna, y desde el umbrío suelo se alza una niebla pestilente y se expande en el aire de un lado a otro, ***de manera que trae, lleva y entremezcla arriba y abajo*** los fuertes vientos.

"it" referring to the mist previously mentioned, so the mist is mixing and swirling with the strong winds.
I'm not keen on brings and takes as I don't think they sound at all natural when talking about wind/mist, although I do like the idea of reflecting antonyms

I think the antonyms traer and llevar need to be reflected in the translation by the use of antonyms in English Also that "arriba y abajo" refer to it happening "all over the place/eveywhere" rather than being adjectives for the winds.
