It was probably Richard Wiseman (1622–1676), surgeon to Charles II, who appreciated the relationship be-tween ulceration and circulatory pa-thology. Wiseman coined the term ‘varicose ulcer’ and developed a laced stocking made of dog leather to compress the leg and eliminate venous oedema. (p. 2)

surgical stockings/support stockings
In British English, they are called surgical stockings generally. Support stockings is also used, as the British don't like to admit they might need them. They are also be called anti-embolism stockings.

: The term the asker is looking for is "Schnürstrümpfe" (history!) rather than "Stützstrümpfe".//@lirka: I know that, but patients often refer to "Kompressionsstrümpfe" as "Stützstrümpfe", and I'm pretty sure that's what the answerer misread it for.

Since in those times the garments did not stretch, they had to be fitted.
They are the precursor of the modern compression stockings that display graded pressures along the leg to allow for the correct venous circulation from the periphery to the heart... but of course you know that, Harald! I just got carried away...
