So in this case, it is someone who graduated from a Finnish-language high school, and has now written their thesis in Finnish.

There is a lot of content in that section that you cannot convey by a simple translation. The maturity test is taken on the basis of your thesis, which, in turn, you write in the language in which you took your matriculation exam.

maturity, although commonly used, is not good English in this case. No native speaker of English refers to linguistic skills as being mature -
"maturity" refers to qualities in a sensible adult, a fully-grown tree, or investments that reach their term. Proficiency is a more accurate term.
