The idea here is that the facility has an earth strap or similar conductor that is earthed and has sufficiently low resistance that all equipment electrically connected to it (bonded to it) will effectively be at the same potential (equipotential). In the context of explosion prevention, this is intended to eliminate potential (voltage) differences between individual equipment items in order to prevent electric sparks.
As for the wording of the text, you might say 'all equipment with an external earthing terminal that is not aready connected to... must be connected to...'

I personally wouldn't try to stick that close to the original. Usage varies between languages, and more importantly, 'earthing' is a process, activity or abstract concept, not an object.

The thing you need to check here is whether aarding is the "earth" or, more likely, an existing "earthing" provision. I suspect what is being discussed is connecting something to the earthing provision made for something else. In other words, you are earthing two objects with the same earthing cable.
