While I agree with Edward's option, I also think there is another possible reading, meaning to what extent the windows are in working order - your context should be able to tell you.
And again not clear which windows are being described as abatibles. If they are fold down like in the old 2 CVs, then hinged, but quarter light windows, if they open at all (unusual in cars of recent manufacture) are tilting windows.
