Main Collection
As opposed to reference collection. If you want to make it clear, you could add "(books that can be taken home)" after. See Google hits.
I think there are a few options you could use for these terms anyway, although I have always seen "Main Collection" and "Reference Collection/Books" in libraries in general. Good luck. :)

circulating books
This is the term I've always heard. See the example sentences.

Otros ejemplos:
"Circulating Books. Circulating means that these books and other items can be borrowed and taken out of the Library. ... "
"Circulating books are books that are available for loan. Most of them are shelved by call number in the Book Stacks. "
" Local Branch Libraries have circulating books and other materials that can be borrowed with a NYPL Branch Libraries’ card."

And a few more examples:
" Students may borrow circulating books for three weeks. Faculty and staff may borrow circulating books for six weeks. ..."
" It may be possible in the future to borrow some additional items other than circulating books."
CIRCULATING MATERIALS - And also, in line with marybro's comment, you could use 'circulating materials' if you would like to include more than books, as in this example:
" Policy regulating the circulating materials at the Wayne Public Library."

: or circulating collection . Mostly books, but some have DVD/Video/Audio collections as well... The opposite of "reference collection" which must stay at the library
