Explanation:
If you check out the following EU link, you will see that "Begränsad eller ingen möjlighet att begära insatser från aktieägarna från den privata sektorn/projektägare efter fullgörande." is translated as "Limited or no recourse to the sponsors of the private sector shareholders/sponsors of the project after completion", so apparently sponsor is also used by the EU.

I also found one EU source where 'project owner' is used, so apparently both translations are possible.
