My provisional first draft translation:
"communication and information exchange between science and technology parks, competitive centres and research and innovation centres"
Obviously "competitive centres" is not on at all (neither will I consider any "poles"). They are a French phenomenon.

Selected
Clusters/Polis/Centres for Competitiveness
I worked on an EU project for 5 years about exactly this !! We had LONG discussions about the right name, but in the end they chose (depending on the nationality !): clusters
http://en.wikipedia.org/wiki/Business_cluster
Or Polis from a Finnish concept:
http://www.futuresconference.fi/2006/presentations/ws04-tera...
http://ec.europa.eu/regional_policy/innovation/innovating/in...
Or at worst:
Centre for Competitiveness
http://www.cforc.org/aboutus.htm

Which boxes ? I'm confused.
--------------------------------------------------
Note added at 58 mins (2008-07-16 14:31:10 GMT)
--------------------------------------------------
And yes, the French regional government contributed (financially) to the project I was working on. Not sure if that answers your question though.

If you want the French option, choose cluster. It's official !

Ah ! Light has dawned. The boxes we are typing into !!! (Sorry to be dense)

The French even used cluster in French. With a little accent of course ;)

Note from asker:
Il governo di Dominique de Hi Juliette, are these the same ones as these: "Villepin aveva riconosciuto nel luglio 2005 66 poli impegnandosi a investirvi 1,5 miliardi di euro tra il 2006 e il 2008"? |
These boxes are so small. The ones I am translating are specifically the ones subsidised by the French government. |
Love the "little" accent :)) |
4 KudoZ points awarded for this answer.

competitive clusters
If you're heading towards the "french phenomenon", the following link gets as closer as possible to the whole concept, I believe
http://www.industrie.gouv.fr/poles-competitivite/brochure-en...
What is a competitive cluster?
A joint theme-based initiative for a given geographic area
A competitive cluster is an initiative that brings together companies, research centers and educational institutions in order to develop synergies and cooperative efforts.
Other cluster partners may include local and national authorities and services catering to cluster members.
