japp. The problem is just that the preceeding sentences basically imply the same thing (also explicitly) - that it should not be arbitrary AND that the position of the individual is relevant; hence I was trying to find a meaning that would be consistent with 'in other words', but at the same time avoid iteration. (in the context of the author's origin, accidental language mistake as to the meaning could be a possibility). Anyway, your suggestion seems to be the best option because it combines the two in the sentence in question (instead of rewriting).

That is a possibility. What I thought of is that the decision of who gets access to information shouldn't be arbitrary. But this is the classic GIGO.

But, wouldn't it make more sense if it was eg "in other words orientated by where the unit is based" ? (the thing is that there is emphasize on the structure(of positions)in the context of access to information).

On the other hand implying the same several times within the same paragraph is pointless (although I'm just here to translate)

This doesn't sound like it was written by a native English speaker. I suspect it means "on a consistent basis". But if asking your client is a viable option, I recommend it.
