"Punto 1. Situación inicial y **condiciones marco**.
Entre los documentos y normas aplicables no se encuentra la XXX.
Se deberá incluir dicha parte de la Especificación Técnica y, evidentemente, cumplir los requisitos en ella contenidos."

What are these 'condiciones marco'? Framework/background/contextual conditions??
No more context available as the email moves onto other points after this. The term appears to be fairly common, but I don't know what the English equivalent would be.

I guess here the term "framework conditions" even though it´s literally applies as it is commonly used in different international documents and articles
