OK, the deal is this: One company was asked about what was important for them (that the supplier provided) during the implementation of a certain technological solution. They answered training (opplæring), follow-up (oppfølging) and ..... (innsalg). Could it mean the promoting of the solution within the company, i.e. that the supplier was successful in "evangelizing" and convincing the employees that the solution was well worth using?

Remember that the term is used here for an "action" which takes place during or after the implementation of the system, i.e. the sale is already closed. That's why I think Per's suggestion will work well.

By the way, I talked with my dad, who's a sales rep, and he mentioned an interesting "model" for selling, which he termed the DABA model - Definisjon Aksept Bevis Aksept. The salesman defines the customer's needs, the customer accepts, the salesman proves why his product will fulfill the needs, the customer accepts.

I think salg in my context has nothing to with getting a deal and kroner and øre, but rather promoting the solution among the employees so that they will understand why they should use the solution.

I thing you are on the right track - they must mean the art of 'selling' the solution to the users. Calling it innsalg is a bit lame, though. By innsalg, most people would mean new sales, conquest sales, as distinct from aftermarket or repeat sales.

pre-sale service

It's such a comfort to see a Norwegian struggling with this term - it's caused me a few headaches in the past. In the contexts I've come across it, it actually referred to the process of selling a product into a market/company, i.e. getting a potential customer interested enough to consider buying it. "Sales pitching" is another potential candidate in that context. But if you think this is referring to the period after the customer has more or less decided to go for it but before it actually signs on the dotted line, then you might consider this one. Example: "Now service comes first, both pre-sale and after-sale with, of course, the assurance of impeccable execution. Pre-sale service ranges from helping clients design solutions that suit their needs to giving them full access to research, providing them with pricing tools and helping them perform comparative analyses." You'll get a lot of hits which I think you'll find interesting.
Example sentence:

Don't try to do everything yourself. Get assistance from others in driving new leads and selling in your accounts and increase your feet on the street.
