So che questo termine è stato sottoposto varie volte al forum di proz.com, ma in questo caso mi sa che nessuna delle soluzioni trovate è quella giusta.
Il contesto è un articolo sul concetto gramsciano del senso comune applicato al contesto indiano, e le frasi in cui figura il termine sono queste:

- In such a situation, the relationship between Marxism and its ***agencies*** is, in an organisational sense, a one-sided monologue, structurally similar to the relationship between the Church and the believer ...
- The organisation, following the logic of 'educating' the subaltern groups, is not able to break with the traditional teacher-pupil relationship and consequently is not able to facilitate an intellectual formation within the ***agency*** itself.
