Glossary entry (derived from question below)
Arabic term or phrase:
يقيم حد الله
English translation:
to set/Reside/ apply Allah's fair rule

: The website your referred to bestows a translation that i think did not keep the flavour of the source text, that's why we should emphasize what is unclear, or what you called TARJAma TAFSIRIYA

yeah but the ruler has to enforce the law as to cut the hand for example he has to apply it there isn't another option if the conditions are there ...he can't say let's apply it to the poor and leave the rich...we all now the hadith "if Fatima daughter of Mohamed have robbed I'd have cut her hand myself"
i also agree with you but the use of the word inforce is a bit inappropreate |

: it's also true, but I think the word enforce is a bit strong , I would suggest apply or put into practice as suggested by Rafe

Here, the oder of Allah should be identified, becuase Allah's ordes comprise everything in our lives.
To execute Allah's order of punishment

: I think your suggestion though is reasonable, seems to me not accurate as there may exists cases where hodoud allah would not merely refer to punishment
