... you also need to mention what it is that is being talked about. English, being a descendant of German, is a very concrete "nails and tacks" language compared with Spanish and it's necessary to reduce everything (except philosophy of course!) to concrete terms.

I usually translate "actuacion" as "action/activity" although your "proceedings" sounds good too, if rather legalistic. As for "dotacion" , "provision" is a very general coverall term I tend to use for this type of text, although Oxford offers: dotación f
