"publier à compte d'auteur - to publish at the author's expense"

What the "formalité" is could be explained by the context or earlier or later in the document, otherwise you'll have to maybe use "formality"...maybe some kind of document.

Yes I found this in the dictionary too, but it doesn't seem to fit here does it? I think 'formalite' here may mean document, or perhaps 'entered in the records'??
