Reading the reference below makes me think it means the opposite, "sin juramento", that is to say, "not under oath". I am not an expert, but this appears to be a very specific term for Colombia (most google hits for the tem give .co sites)

Asker: I beginning to think it is a "court hearing" after all, though, I think "court appearance" might be more appropriate in these cases, since they don't appear to be "statements", but "examinations" since the individual "responde". This wording appears elsewhere in the text for other persons. I should have mentioned that it is from Colombia.

Ciertos links sugieren que es "sin juramento" como lo explica David. Podrias utilizar "court hearing" para algo mas general sin especificar si es con o sin juramento o decir directamente "not under oath"

Paul, study teh following excerpts with theri relevant citations from some the actual usage of "injuria" and I think it will be logical to mean "lack of jurisdiction" . The first reference addresses the difficult of addressing concepts such as "injurada" and "reato". The second reference deals with the lack of jurisdiction of The Court violating the constitiutional right of the accused to not self-incriminate, or incriminate his or her souse, significant other, etc. The final reference deals with a court yielding to either a higher court, a different court (albeit it not higher), etc., and thus disqualifying itself, or being disqualified.

In sum, after reviewing this matter, I am convinced it probably means "lack of jurisdiction." However, I am basing this entirely on what I have read by examing a dozen or so actual cases I found on the internet - many in Colombia, and a few in Mexico.
