i.e. they affect each other. The second sentence implies that they are mutually exclusive - but that's not what the "hängen voneinander ab" is as such saying.

strictly speaking no, but mathematically much the same thing. They're inversely proportional - as one increases, the other decreases. My understanding at least.

Well, public and private are perhaps not two sides of the same coin, but they do go hand in hand and, like Yin and Yang, they mutually define each other. As the text says, what is not private, is public, and what is not public, is private, and so on.
