This is a kind of question that I enjoy tossing around the idea as it challenges my literary sense.
Just a sake of clarification, let me add few explanations...

(心に)戸惑う wonder (with a bit of confusion)
(道に)惑う wander (but more to "get lost" ... literally as well as figuratively)

I learned that "wonder" and "wander" derived from same Old English "wundor" [M-W Dictionary].
While my answer is not a "pun" as that's what you might be looking, Japanese counterpart "惑う" expresses same stem idea with ramifications sucha as these.
