Anecdote: Some years ago, a secondary school I worked at took great delight in having the word ‘Welcome!’ translated into approx 50 languages (Urdu, Bengali, Swahili etc) and displayed in the vestibule and along all the corridors. Shortly afterwards there were a number of high-profile cases in the national news involving random knife attacks on pupils and teachers on school premises in the UK. A high fence was erected around the campus and private security guards were employed…

: yep, something with sincerely, wonderful. delighted, or the like would fit the typical English cliché in this situation. The gist of 'ich begrüße Sie recht herzlich' is 'I'm about to say something, and I appreciate your attention'.

I think that's one way of translating it.
