I've been struggling with this simple term for days. I've been using "closable" for the time being, but it's just not right. One hip pocket closable with a button.

Well, for the first, I would say:
with a button for closing...
The second is a little more difficult. You probably don't know whether it has a zipper or not, but how else can it be closed?..

How I would phrase it. In the USA, everybody KNOWS that the button is for securing the pocket.

For that second one, Innentasche verschliessbar, you may have to determine what sort of closing is used. Barring that, you may just want to use 'secure closure'. In this link they say: "Secure inside zippered pocket, plus cell phone pocket with secure closure."
