None of the options considered above is likely to have a significant direct negative impact on the citizens. A potential, possibly minor for most individuals, impact of options A and B would be that statistics of lower quality could result in poorer decisions on energy policy at national and Community level, and reduce the scope for effective democratic overview of these policies. Conversely, time delays for implementing the energy data collection system may differ among Member States and this may create differences in transparency in the national energy situation for the different Member States. However, the effects of this are considered to be minor.
