oops sorry have just seen that Albert posted something very similar to my "d'une manière mesurée" in his reply. Humble apologoes.

Turning to "by using a rationing technique"...
The idea here is to be deliberately limited in the amount of credit/praise you give. As I said, I don't think its a question of comparing the input from different people. This is suggested nowhere in the English. Thus I would go with something like:
"en s’exprimant avec modération et rigueur"
OK no need for the red - I know this is not a good translation, but I just wanted to get the meaning across.
