Three types of drug taking patterns are identified - "usage simple", "usage nocif" and "dépendance". What would be the correct English translation for "usage simple" in this context?

La détention d’un produit stupéfiant est punie de 10 ans d’emprisonnement et 500 000 euros d’amende.
En pratique, les tribunaux tiennent compte de la quantité détenue et des circonstances de la détention (détenir une très petite quantité pour l’usage personnel est généralement assimilé à l’usage simple).

Selon la loi de 1970, toutes les drogues illicites - cannabis, héroïne, cocaïne, crack, L.S.D. (acides), ecstasy, etc. - classées comme stupéfiants, exposent l'usager à des poursuites judiciaires, pour consommation personnelle (usage simple), même occasionnelle et quel que soit le produit s'il est interdit. L'usage, le trafic, la production, etc., des stupéfiants (dont le cannabis) sont réprimés par la loi N0 70-1320 du 31 décembre 1970, plusieurs fois modifiée, la dernière par l'entrée en vigueur du nouveau code pénal du 1er mars 1994 (NCP).

The three patterns are often seen as "usage, usage nocif et dépendance" in French. "Usage" or "usage simple" therefore does not describe the frequency of use (or quantity), but rather the fact that the drug behaviour is not associated with problems. I think that "non-problematic use" is the best translation for "usage simple" in this case.

agree Julie Barber : IMO it's 'recreational use'. You don't need/use 'personal / uncomplicated'. 'Personal' refers to possession; the fact that you're not dealing.

This is exactly what the French expression "usage simple" means in the legal context - no resale. The lack of assoc. problems is important - heavy recreational alcohol use is a harmful drug using behaviour, for example

De façon schématique, les connaissances scientifiques actuelles mènent à différencier l’usage simple de l’usage nocif et de la dépendance qui méritent des soins et une prise en charge. La dangerosité et le potentiel de dépendance d’un produit ne sont pas liés à son statut légal, licite ou illicite. La crédibilité auprès des consommateurs, et notamment des jeunes, impose une information et une action sincère s’appuyant sur des données scientifiques, ne différenciant pas les produits seulement en fonction de leur illégalité, mais tenant compte de leur potentiel de dangerosité.

I think Sue Levy has raised a very important point; in this particular context, I feel convinced that 'simple' really does mean 'simple' in the literal sense of the word.
