Town cars are longer than most normal cars, so could give the impression that they are trying to be like limousines. Yes, even inanimate objects can be described as wannabes.

Explanation:
It is definitely the town cars that try to look like limos. But implied of course this reflects on the people who drive/rent or in this case send them...
