No idea how to translate this (for a SCREENPLAY so can't put footnote). Below is a definition I found for it on google (NOT FOR TRANSLATION)
Pour ceux qui avaient réussi l'examen du Certificat d'Etudes primaires, la remise du bon vieux "certif" couronnait les pénibles premières années d'école primaire ! Nos anciens, fiers de leur instruction (primaire), le faisaient encadrer et suspendre au dessus de leur lit. Aujourd'hui disparut (en 1989), le Certificat d'Etudes primaires fut créé par la loi du 19 mars 1874. Il fait partie de ces papiers de famille qui fleurent bon le passé, et nous livre sur son détenteur : nom et prénom, date et lieu de naissance, parfois nom et adresse de l'établissement scolaire, l'académie, date et canton de l'examen.

I don't disagree with Francis, but I think "Primary Studies" may not be very clear to an English speaker. It's a good literal translation, but as there is no equivalent in English I think you just need to make it clear that it was a certificate obtained after completing Primary School.

Explanation:

I think these are other translations since the candidates had not always completed the primary education cycle.

This was the first certificate for access to secondary education for some but also for adults, and students/pupils wanting to go into hands-on training.

certificat d'études primaires est un diplôme sanctionnant la fin de l'enseignement primaire. Il atteste de l'acquisition des connaissances de base (écriture, lecture, calcul, histoire-géographie, sciences appliquées).

Du côté des adultes survit le désir d'avoir un diplôme, mais des scolaires, élèves des collèges pour la plupart en classe préparatoire à l'apprentissage, le passaient aussi parce que c'était le seul diplôme possible. Dans les territoires d'Outre-Mer, les jeunes sont encore nombreux à briguer le certificat d'études, et il y est donc maintenu.
En France, il a été officiellement supprimé en 1989.
