Coverage of the minimum wage:
The percentage of employees with earnings at the minimum wage level- known as “spike”- is markedly different between countries. Statutory minimum wages could affect all employees, only private sector employees, or cover only specific occupations. In some countries, employers who are covered by sectoral minimum wages established by the government in accordance with the recommendations of wage councils are excluded from coverage by the statutory minimum.
