I'm not sure about the phrase between asterisks. Specifically, I don't know what "su" refers to - the process? the lands?
El proceso de regularización de las tierras de comunidades indígenas y afro hondureñas, además de consolidar los derechos de propiedad sobre la tierra, es un insumo * para su inserción * al ordenamiento territorial, la elaboración de planes participativos de manejo en los bosques, de mitigación de riesgos y otras actividades relacionadas con la administración del territorio.

Jeanne, I'm not sure it matters. If you follow one of two suggestions below, "their insertion" or "their integration" the English remains equally as vague as the Spanish, as "their" might refer to either the communities or the lands.

...would be my guess, i.e., the insertion of the indigenous communities.

-- -But I agree, it's ambiguous. Wouldn't it be great if in Spanish we had an equivalent for "her/his/its/theirs"... ? :-)

I'm sure su refers to lands -you can't include people in land registries.

It's the lands.

Judi is right. The Spanish is wretchedly vague. I suspect the meaning is as follows:
"Regularizing the lands of indigenous and afro-Honduran communities helps consolidate property rights. The process also facilitates the inclusion of such territory into an overview of national landholding patterns, as well as the preparation of strategies for participatory forest-management, risk-mitigation, and other endeavours related to the administration of the national territory."
