I'm not sure about the phrase between asterisks. Specifically, I don't know what "su" refers to - the process? the lands?

Judi is right. The Spanish is wretchedly vague. I suspect the meaning is as follows:

The process also facilitates the inclusion of such territory into an overview of national landholding patterns, as well as the preparation of strategies for participatory forest-management, risk-mitigation, and other endeavours related to the administration of the national territory."
