En español "acto" se usa mucho, pero en inglés "act" no se usa mucho en estos contextos. Los documentos ingleses son, en ese sentido, un poco más específicos.

Según de qué trate el documento que estás traduciendo, yo pondría algo como "is fully authorized to enter into this transaction" o this agreement".

Action can mean any type of activity, not just a single event, for which someone is granted specific authroity to perform.
