I believe we are talking about two groups of operations here prior to shipment –
A: done in the factory (most likely on the production floor) –

B: done in a public warehouse (or factory owned shipping warehouse) –
检查组装交货 is one continuous tedious operation; hence,no comma used

1. proper pallets are used,
2. waterproof plastic wraps around the pallets are in place,
3. all the pallets are safely seated in the shipping containers,
Many people would call packing the pallets into a container = ‘货柜组装’;
检查组装交货, as I perceive it, is inspecting proper shipment loading (into a container).
