Hola Proz,
Inevitably, criticism would suggest what might be done to make a difference. But critical practice would not purport to offer well worked out policy solutions or program designs. XXXXX would identify problems, speak truthfully about what is not working, offer good ideas and suggestions in a constructive spirit, but XXXXX would not, normally, develop broad policies or offer comprehensive “solutions.” Sometimes doing so might make sense -- when you have the competence and when it can be done without the kind of long term engagement with project implementation that could compromise your institutional independence, or when your proposals could work *****heuristically as criticism*****. Most humanitarian organizations do this kind of critical work – I am sure XXXXX does so often. My thought would be to make such critical practices the leading edge of your political strategy. This sort of criticism lends itself to your experiential base, to your medical expertise, and to the internal diversity of your organization.
¡Gracias mil!

: Me parece lo más adecuado. Las propuestas podrían funcionar empíricamente como críticas.
