Tal vez esto tenga un nombre más coloquial en español. Creo que en México dicen algo así como "inyectar" la botella, aunque en este caso me parece que se trata de substituir por completo el contenido original.
No tengo la plena seguridad, pero al menos es una idea que se basa en este artículo:
"...On-trade substitution of spirits Scotch Whisky has an international reputation as a quality spirit drink. Its protection against
lookalike and counterfeit products is therefore one of the industry’s top priorities and the SWA and its members take action around the world to protect Scotch Whisky against all forms of unfair competition.
*****One form of unfair competition is the so-called ‘tipping’ of cheaper spirits, sometimes
counterfeit or bootlegged, into branded spirit bottles for re-sale by on-trade licensees. *****
This practice deceives the consumer and undermines both company brand building efforts and the wider protection of spirit drinks. It also undermines government revenue. As such, we were disappointed to note that there is no mention within the White Paper of the creation of an offence
for ‘substitution’ of spirits in the on-trade.
During the passage of the Licensing Act in England, we welcomed the successful initiative of The International Federation of Spirits Producers (IFSP) to seek the inclusion of spirits substitution in the on-trade as a ‘relevant offence’ ..."

Tal vez esto tenga un nombre más coloquial en español. Creo que en México dicen algo así como "inyectar" la botella, aunque en este caso me parece que se trata de substituir por completo el contenido original.

que dicen los abuelos a "mejorar" el café. Creo que se refiere a rellenar con producto que no es, pero no totalmente -como refilling- sino en dosis pequeñas

Falsificación de envases.
Sólo una conjetura: si "commercial refilling" es falsificación del contenido, y "complete counterfeit" falsificación de contenido y envase, por exclusión "tipping" podría ser falsificación del envase o embalaje.
