At the hearing on 19 July 2004, I was taken by surprise by a procedural change, consisting in requesting the Parties to submit annexes to the minutes **by** the Defendant and the Plaintiff at that hearing. Originally, it was planned (as reflected in the information given to the Parties at the previous hearing) that the Parties would submit the annexes by the end of July 2004 and that, subsequently, in August 2005, the deliberation would take place and the judgment would be voted upon.

В сопутствующем тексте, протоколе слушания, указано, что Председательствующий арбитр предлагает сторонам to submit annexes.

Непонятно, если имеется в виду запросить У истца и ответчика, то разве это не сказано было в части "requesting the Parties".
