I'm not sure why they assure coverage downstream (en aval) from the main network, but the rest of the text may make it clearer

the regional network acts as a safety net, after the main network, for the regional service road

This may seem remote from the text, but the word "assurer" needs some real sense. What is the regional network really doing? Alerting problems with the regional service route and/or providing alternative routes when those problems arise?
