I am absolutely sure that this is what it means. Have a look - the page below is nothing but pictures of "muebles de obra", showing the different types of "muebles" - mostly shelves, but also a bed headboard, night stand, etc.

Pladur is gypsum plasterboard.

Two things are important here: These cannot be moved, so they really form part of the walls or whatever, and they are made of the same material (brick or plaster). You can add "custom-made" but I think that goes without saying.

Based on most of the Spanish apartments I've seen, I'd say there's a very good chance that this is referring to built-in plaster shelves, like the ones shown in most of the photos at the link above, but you would need to confirm with the client to make sure.
