Es el título de un documento. El proceso es el siguiente:
1) la compañía minera presenta un informe para obtener una autorización por parte de la autoridad competente para proceder con las exploraciones.
2) la autoridad lee el informe y presenta una lista de observaciones
3) la compañía responde a cada una de las observaciones o corrige los errores observados
4) la autoridad, si esta satisfecha con el informe reivindicatorio de la compañía, "levanta las observaciones" (procede al levantamiento de las observaciones).
Alguna sugerencia para el término?

In the context of environmental law and environmental impact statements (informes ambientales) I believe the "lista de observaciones" would correspond to what in EU law is called a "statement of objections" and, once the party in question has remedied or corrected the source of the objections, there may be a "withdrawal of objections" (levantamiento de observations) on the part of the regulatory authority in question.
