baffle/deviator

I don't think it is the same thing as a mixer. Baffle is the technical term I found. You may also be able to just call it a deviator because it changes the path of the water flow. I googles both terms and they both came up in relation to taps.

agree michael cawley : the baffle does the job of diverting the flow, so, yes. you could even leave it generic as 'flow control', often used in product ads
