Activity 1: Chargement of the Expert of the Purchasement;
Purchasing expert Saim Uzuner, who was charged in 01.09.2006 and the project coordinator continued the preparing activities about tendering documents. The process of the tendering and the activites of the activities are detailed in the followings.
Activity 2: Furniture, Computer Hardwares ;According to the results of the 3 offering tender of the purchase which took TR 0305.02/SME/092-01 reference number, there was a contract signing with Detay Office Furniture firm and the cost was € 16.504,00.The contract signed in 04.11.2006. Materials and equipments which were suitable for the technical specifications, received. The purchased materials and equipments invoiced in 07.12.2006 and they recorded in the accounting records. The cost of the materials and equipments, € 16.504,00 was paid to the supplier firm Detay Office Furniture firm by our firm.
Activity 3 : Construction Works ; According to the results of the 3 offering tender of the construction works which took TR 0305.02/SME/092-03 reference number, there was a contract signing process with Evci Const. Ind. Trd. Ltd. Co. in 04.11.2006. In 27.11.2006 the construction received from the supplier firm and the construction was suitable for the technical specifications and the committal which were given to our firm by the supplier firm. The construction was recorded with its invoice which was € 20.507,90 and the cost was paid to the supplier firm Evci Const. Ind. Trd. Ltd. Co.
Activity 4: Machines and Devices Open to the Public National Tender ; 10.11.2006 dated and TR 0305.02/SME/092-02 reference numbered Machines and Devices Open to the Public National Tender was announced to the public in 12.10.2006. Because of the offerless session before the 12.11.2006 the tendering session was arranged again to the new date 15.02.2007.
In the tendering session dated 15.02.2007 Hatipoğlu Electronic Ltd. Co. did not make an offer for the coil wraparound machine which was in the Lot 1. For the Lab Measuring Devices in the lot 2 offer was € 4.595,00 and the offer of the motor test unit ,which was in the lot 3, was € 39.500,00 and the cost was € 3.000,00 and cost of the transportation and annual insurance cost were € 47.095,00.
With this supplier firm in 19.02.2007 there was a contract signed for the materials in lot 2 and lot 3. The materials was received by the Project Coordinator Serhat Önür in 09.04.2007 and these materials was checked about their legibility’s according to the technical specifications. This activity was recorded to the accounting records in 09.04.2007 and with its cost € 47.095,00
The paying out was done to Hatipoğlu Electronic firm with € 47.095,00 invoice cost in 18.04.2007
Activity 5 : Coil Wraparound Machine Open to the Public National Tender ;
Our firm did not take an offer TR 0305.02/SME/092-02 reference numbered and 15.02.2007 dated tender in lot1.
Because of the that reason there was another tendering process for coil wraparound machine which was TR 0305.02/SME/092-04 reference numbered. The announcement was done in 23.6.2007 to the public via media.
Akgün Food Mach. Prod. Imp. Ind. Trd. Firm was participate in the tender which was 23.07.2007 dated. Akgün Co. made an offer to the coil wraparound machine with € 94.000,00 cost and € 3.000,00 annual insurance cost total € 97.000,00. The transportation cost was in the total cost.
The result of the made offer the contract signed with Akgün Food Mach. Prod. Imp. Ind. Trd. Firm. The necessary controls and test producing was done completely and the coil wraparound machine received completely from the Akgün Food Mach. Prod. Imp. Ind. Trd. Firm in 07.09.2007. Moreover this activity recorded in accounting records 10.09.2007 dated and with its € 97.000,00 cost. € 97.000,00 paid to Akgün Food Mach. Prod. Imp. Ind. Trd. Firm in 12.09.2007
Activity 6: Publications ( Catalogues and Brochures ) ;
In order to publish the 1200 piece the catalogues of the products which were in the budget in 05.11.2006 Emel Offset Press, Onur Offset Press and Yeşilırmak Offset Press made offer and results of the all of offers our firm to settled with Emel Offset Press in order to press publications according to the technical specifications and the Emel Offset Press delivered all of publications completely in 28.11.2006 and this activity was recorded into accounting records in 30.11.2006 with its € 4.800,00 cost. The cost was paid to the Emel Offset Press in 06.12.2006
Activity 7 : Web Design ;
In order to advertise our firm and the products of the our firm, make more suitable and healthy connection with our customers and the potential customers, € 500,00 cost Web Site planned and in 16.04.2007 MG Computer Ltd. Co., in 17.04.2007 Özçelik Communication and Prokoza Computer Firms make their offers and the result of the evaluation process MG Cpu. Ltd. Co. was seen suitable to this activity. In 28.05.2007 the web site of the our firm become ready and this activity was recorded in 06.05.2007 to accounting records. The cost was paid in 29.05.2007 to the MG Cpu. Ltd. Co.
Activity 8 : Security Camera System ;
In the project budget, item 1.3.2 € 1.200,00 and item 5.9 € 1.100,00 were reserved for Security Camera System and this change was showed 12.06.3007 dated and 4842 numbered Budget addendum and it was showed in the budget 3.2.14 item and the cost of the Security Camera System was € 2.300,00
After the changes in the budget in 20.07.2007, the results of the offers which were taken from Yıldız Electronic, İdeal Communication and Sinerji Informatics Ltd. Co., the offer of Sinerji Informatics Ltd. Co. was the best suitable offer for the Security Camera System. The Security Camera System received in 27.07.2007 and it was checked in order to receive it suitable for the technical specifications. The activity was recorded in the accounting record in 27.07.2007 and the cost of the system € 2.300,00 was paid in the 01.08.2007

Şti ile 04.11.2006 tarihinde sözleşme imzalandı. 27.11.2006 tarihinde tedarikçi firmadan alınan inşaat malzemeleri ve inşaatın teknik şartnamelere ve tedarikçi firmanın firmamıza verdiği taahhüde uygun olduğu görüldü. İnşaat, 20.507,90 € değerindeki faturasıyla birlikte kaydedildi ve inşaat bedeli tedarikçi firma Evci İnş. San. Tic. Ltd. Şti’ye ödendi.
Faaliyet 4: Ulusal Halka Açık Makine ve Cihaz İhalesi; Ulusal Halka Açık Makine ve Cihaz İhalesi 10.11.2006 tarihinde ve TR 0305.02/SME/092-02 sayı ile düzenlenmek üzere 12.10.2006 tarihinde ilan edildi. 12.11.2006 tarihindeki oturumun teklifsiz geçmesi nedeniyle ihale oturumu yeni bir tarihle, 15.02.2007 tarihinde bir kez daha düzenlendi.
15.02.2007 tarihli ihale oturumunda Hatipoğlu Elektronik Ltd. Şti, 1. lottaki rulo sarma makinesi için teklif vermedi. 2. lottaki Laboratuvar Ölçüm Cihazları için 4.595,00 €, 3. lottaki motor test ünitesi için 39,500.00 € teklif verildi ve 3.000,00 € ek ulaşım ve yıllık sigorta maliyeti ile toplam 47.095,00 € değer belirtildi.
Bu tedarikçi firma ile 2 ve 3. lotlardaki malzemeler için 19.02.2007 tarihinde bir sözleşme imzalandı. Malzemeler, Proje Koordinatörü Serhat Önür tarafından 09.04.2007 tarihinde alındı ve bu malzemelerin teknik şartnamelere uygunluğu kontrol edildi. Bu faaliyet, 09.04.2007 tarihinde 47.095,00 € bedel ile muhasebe kayıtlarına geçirildi.
Ödeme Hatipoğlu Elektronik firmasına 47.095,00 € fatura bedeli karşılığı olarak 18.04.2007 tarihinde yapıldı.
Faaliyet 5: Halka Açık Rulo Sarma Makinesi Milli İhalesi ;
Firmamız, 1. lot için TR 0305.02/SME/092-02 sayı ile 15.02.2007 tarihinde düzenlenen ihalede herhangi bir teklif almadı.
Bu nedenle, rulo sarma makinesi için TR 0305.02/SME/092-04 sayı ile başka bir ihale düzenlendi. İhale 23.6.2007 tarihinde medya aracılığıyla ilan olundu.
Akgün Gıda Mak. Ürt. İth. San. Tic. Firması 23.07.2007 tarihindeki ihaleye katıldı. Akgün Co., rulo sarma makinesi için 94.000,00 € bedel ve 3.000,00 € yıllık sigorta masrafı ile toplam 97.000,00 €’luk tekif verdi. Ulaşım maliyeti toplam maliyete dahildi.

Ayrıca, bu faaliyet 10.09.2007 tarih ve 97.000,00 € bedel ile muhasebe kayıtlarına geçirildi. 97.000,00 € bedel, 12.09.2007 tarihinde Akgün Gıda Mak. Ürt. İth. San. Tic. Firmasına ödendi.
Faaliyet 6: Yayınlar (Kataloglar ve Broşürler);
Bütçedeki 1200 adet ürün kataloğunun basımı için 05.11.2006 tarihinde Emel Ofset Baskı, Onur Ofset Baskı ve Yeşilırmak Ofset Baskı teklif Verdi. Tüm tekliflerin sonucunda firmamız, yayınların teknik şartnamelere uygun şekilde basılması için Emel Ofset Baskı ile anlaştı ve Emel Ofset Baskı, tüm yayınları tam olarak 28.11.2006 tarihinde teslim etti. Bu faaliyet, muhasebe kayıtlarına 30.11.2006 tarihinde 4.800,00 € bedel ile geçirildi. Bu bedel, 06.12.2006 tarihinde Emel Ofset Baskı’ya ödendi.
Faaliyet 7: Web Tasarımı;
Firmamızın ve firmamız ürünlerinin tanıtımını yapmak, müşterilerimiz ve potansiyel müşterilerimiz ile daha elverişli ve sağlıklı bir iletişim kurmak amacıyla 500.00 € maliyetli bir Web Sitesi tasarlandı ve 16.04.2007 tarihinde MG Bilgisayar Ltd. Şti., 17.04.2007 tarihinde Özçelik İletişim ve Prokoza Bilgisayar firmalarından teklifleri istendi ve değerlendirme sürecinin ardından MG Bilg. Ltd. Şti’nin faaliyet için uygun olduğu kararına varıldı. 28.05.2007 tarihinde firmamızın web sitesi hazır hale getirildi ve bu faaliyet 06.05.2007 tarihinde muhasebe kayıtlarına geçirildi. Bu faaliyetin bedeli 29.05.2007 tarihinde MG Bilg. Ltd. Şti’ye ödendi.
Faaliyet 8 : Güvenlik Kamera Sistemi;

DRAFT PORTOROZ DECLARATION
The Contracting Parties to the Convention for the Protection of the Marine Environment and
the Coastal Region in the Mediterranean (Barcelona Convention), meeting in Portoroz,
Slovenia, from 8 to 11 November 2005, in the framework of the United Nations Environment
Programme/Mediterranean Action Plan (UNEP/MAP),
Recalling that the Mediterranean Action Plan was approved in 1975 by the Governments of
the Mediterranean States and the European Community to assist Mediterranean
Governments to assess and control marine pollution, to formulate their national environment
policies, to improve the ability of governments to identify better options for alternative
patterns of development and to make better and rational use of resources;
Recognizing the valuable contribution that the Barcelona Convention and its related
protocols have made to improve the quality of the marine environment and promote
sustainable development in the Mediterranean;
Recognizing that over the last three decades, MAP has been a significant instrument for
change and progress concerning environmental matters in the Mediterranean;
Recalling the entry into force in 2004 of the Convention for the Protection of the Marine and
Coastal Region of the Mediterranean (amended Barcelona Convention) and the Protocol
concerning Co-operation and Preventing Pollution form ships and, in cases of emergency,
Combating Pollution of the Mediterranean Sea (Prevention and Emergency Protocol);
Moreover, recognizing the valuable work undertaken by the MAP Secretariat, the MCSD and
the MAP components, in particular BP/RAC throughout the preparatory process of the
Mediterranean Strategy for Sustainable Development;
Taking note of the outcomes and proposals of the Tenth Meeting of the MCSD, in Athens,
June 2005, in particular the finalization of the MSSD and the Athens Charter;
Reaffirming the necessity for achieving sustainable development at regional, national and
local levels in line with the Millennium Development Goals, the Mediterranean Declaration for
the World Summit on Sustainable Development, the Johannesburg Plan of Implementation
and the Catania Declaration;
Noting with satisfaction the recognition by the Euro-Mediterranean Partnership, through the
Second Conference of the Ministers of Environment, Athens, July 2002, and the Seventh
Conference of the Ministers of Foreign Affairs, Luxembourg, May 2005, of the importance of
the MCSD and its MSSD for mainstreaming sustainable development throughout the
Partnership;
Convinced that promoting sustainable development is a vital necessity to meet development
challenges in the Mediterranean Region;
Convinced also that the elaboration and implementation of sustainable development
strategies are necessary steps for promoting equity, shared prosperity and stability through
valuing the Mediterranean assets, reducing disparities, changing unsustainable production
and consumption patterns, ensuring the sustainable management of natural resources and
improving governance at all levels;

Acknowledging that the MCSD is an Advisory Body and a Forum for Dialogue of the
Mediterranean Action Plan, and that the MSSD is a framework and non-binding strategy for
environmental sustainability and shared prosperity;
Agree that,
1. The MSSD constitutes an opportunity for the Mediterranean countries to achieve
progress in the social and economic fields, environment protection and cultural
advancement in a sustainable manner, thus contributing to peace, stability and shared
prosperity in the Region,
2. The MSSD is a framework and non-binding strategy that defines key challenges,
principles, steps and actions for guiding the promotion and implementation of
sustainable development at regional, sub-regional and national levels, as well as for
rationalizing regional and international cooperation and promoting dynamic partnerships
for the sustainable development of the Mediterranean Region,
3. The MSSD does not concern only MAP and the Contracting Parties but also all other
actors and stakeholders from private sectors, civil society and other major groups as well
as relevant regional and international institutions; it provides an excellent opportunity to
make coordinated efforts and joint progress,
4. The MSSD is a flexible framework to allow for adaptation to major developments and
integration of determinant emerging issues,
5. The implementation of sustainable development strategies requires serious policy and
institutional reforms together with the promotion of a dynamic culture of change, in
particular concerning the unsustainable production and consumption patterns,
6. The MSSD constitutes an essential contribution to a pro-active win-win-win scenario
based on synergies, efficient management and cultural diversity for a co-developed eco-
region and a shared destiny,
7. The implementation of sustainable development strategies requires the application of
various principles, including access to basic needs to all citizens, access to information,
multi-stakeholders participatory approach, precautionary and polluter/user pays
principles as well as common, shared but differentiated responsibility,
Decide,
1. To adopt the MSSD and commit themselves to do their utmost to implement its
objectives, orientations and proposed actions,
2. To prepare and/or update respective National Strategies for Sustainable Development,
giving due consideration to the MSSD,
3. To integrate sustainable development principles in policies and laws, in particular
through the adequate revision of legal frameworks and relevant policy reforms,
4. To mobilize and provide relevant adequate human, technical and financial means for the
implementation of the MSSD and the NSSDs,

5. To demonstrate clearly their commitment to implement the MSSD through the
identification and implementation of specific and relevant projects at the regional, sub-
regional, national and local levels,
6. To propose or actively participate in the elaboration and implementation of partnership
initiatives that correspond to the objectives, orientations and proposed actions of the
MSSD and respective NSSDs,
7. To promote an interactive consultation mechanism and awareness-raising campaigns to
ensure larger ownership and stronger support from concerned actors, in particular the
private sector and the NGOs, in their implementation,
8. To evaluate progress in the implementation of the MSSD at the regional and national
levels, using an adequate set of indicators, to revise as appropriate, if necessary in two
years, and to undertake an overall assessment and review of the MSSD after five years,
9. To request the Partners, concerned Actors and Funding Agencies at regional, sub-
regional and national levels to give due consideration to the MSSD objectives,
orientations and proposed actions in their cooperation programmes and to actively
contribute to the implementation of the MSSD and respective NSSDs.
Moreover,
Concerned with the significant impact of land-based urban and industrial sources of pollution
on the state of the Mediterranean marine and coastal environment and its ecosystems;
Aware of the important contribution of the Strategic Action Programme (SAP) adopted in
1997, the related National Action Plans (NAPs) and the process of reduction of industrial
pollution by the Mediterranean countries to the implementation of the MSSD;
Reaffirming the compatibility and the concurrence of the SAP targets with those of the EU
marine strategy, the related EU directives and global Conventions;
Recognizing the necessity for involving all concerned stakeholders including the civil society
in the implementation of the SAP and related NAPs;
Considering that the process of implementation of the NAPs, that will require adequate
financial recourses, will enhance the economic, technological and social development at the
local level;
Keeping in mind that, with the entry into force of the LBS Protocol, a legally-binding text
based on the SAP, containing measures and timetable for the gradual reduction of pollution,
will have to be formulated and adopted;
The Contracting Parties decide,
1. To endorse the NAPs and integrate them in the national development plans, national
strategies and pollution control plans, as appropriate,
2. To allocate to all stakeholders, in particular national and local authorities together with the
civil society, an active role in the implementation, control and monitoring of the NAPs with
easy access to all related information,

3. To mobilize all necessary resources for the full implementation of the NAPs through
regular budgets, innovative financial instruments, as well as from international
institutions.
Furthermore,
Considering that the SPA and Biodiversity Protocol entered into force in 1999, and aware of
the urgent need for implementing the SAP-BIO, adopted in 2003 as response to safeguard
the Mediterranean Biodiversity and achieve the WSSD targets;
Convinced that the implementation of the Action Plan for Monk Seals is a necessary step for
protecting this important species;
Concerned by the high risk of extinction of the Mediterranean monk seal mostly due to
human activities, deliberate killings and habitat losses;
Aware that the recovery of this species is a major challenge for the conservation of
Mediterranean biodiversity;
Recognising the necessity of having an appropriate legal framework and participatory
mechanisms for the protection and conservation of their species and their habitats;
Acknowledging the need for having adequate operational tools together with appropriate
human and financial resources for targeted conservation and efficient management;
The Contracting Parties Decide,
1. To take as quickly as possible all necessary measures for the implementation of the
Action Plan and to strengthen their cooperation to reverse the species decline,
2. To seriously address the problem of deliberate monk seal killing combined with habitat
loss, tailored to local communities and targeting fishermen and other stakeholders,
3. To promote information on relevant success stories regarding the protection of monk
seals and exchange experience with all concerned parties and partners,
4. To develop and implement legislative measures relevant to the conservation of monk
seals, together with adequate operational management plans,
Finally,
Acknowledging the need to reorient, after 30 years, the role and mandate of MAP taking into
account the developments that have taken place in social, economic and environmental
fields at the international and regional level;
Convinced that a Strategic Vision for MAP can further contribute to sustainable development
in the Mediterranean Region;
Considering that the findings, conclusions and recommendations of the external evaluation of
MAP constitute a good basis to launch the process to introduce any necessary reforms to
strengthen MAP’s future role in the Mediterranean;

The Contracting Parties decide,
1. To take note of the report on the external evaluation when defining MAP’s future
orientation for the next decade,
2. To convene an extraordinary meeting of the MAP Focal Points in the next biennium to
discuss the findings, conclusions and recommendations of the report on the external
evaluation of MAP involving all concerned parties and MAP partners and to submit
recommendations to the meeting of the Contracting Parties in 2007.

Birleşmiş Milletler Çevre Programı/Akdeniz Eylem Planı (UNEP/MAP) çerçevesinde 8 - 11 Kasım 2005 tarihleri arasında Portoroz, Slovenya’da bir araya gelen Akdeniz Deniz Çevresi ve Sahil Bölgesinin Korunması ile İlgili Sözleşme (Barselona Sözleşmesi) ve Protokollere Taraf Olan Ülkeler şunları belirtmektedirler;
Akdeniz Eylem Planı’nın Akdeniz Devletlerinin deniz kirliliğini değerlendirmesi ve kontrol etmesi, ulusal çevre politikalarını şekillendirmeleri, alternatif geliştirme modelleri konusundaki daha iyi seçenekleri tanımlamak üzere devletlerin yeterliliklerini iyileştirmek ve kaynakların daha iyi ve rasyonel bir şekilde kullanılmasına yardımcı olmak için Akdeniz Devletleri Hükümetleri ve Avrupa Topluluğu tarafından 1975 senesinde onaylandığı hatırlatılmaktadır;
Barselona Sözleşmesi ve bununla ilgili protokollerin deniz çevresinin kalitesinin iyileştirilmesi ve Akdeniz’de sürdürülebilir kalkınmayı desteklemek üzere yaptığı değerli katkılar takdir edilmektedir;
Son otuz sene içerisinde Akdeniz’deki çevresel konularla alakalı değişiklikler ve ilerlemelerde Akdeniz Eylem Planı’nın (MAP) belirgin bir araç olduğu kabul edilmektedir;
Akdeniz Deniz Ortamı ve Kıyı Bölgesinin Korunması ile İlgili Sözleşme (Barselona Sözleşmesinin tadil edilmiş hali) ve gemilerin yarattığı Kirlilik Konusunda İşbirliği Yapılması ve Önlenmesi, acil durumlarda Akdeniz Denizindeki Kirlilikle Mücadele Edilmesiyle (Önleme ve Acil Durum Protokolü) ilgili olarak 2004 senesinde yürürlüğe giren ilgili Protokoller hatırlatılmaktadır;
İlaveten Sürdürülebilir Kalkınma konusundaki Akdeniz Stratejisinin hazırlık süreci boyunca Akdeniz Eylem Planı (MAP) Müsteşarlığı, MCSD ve Akdeniz Eylem Planı (MAP) unsurları, özellikle de BP/RAC tarafından üstlenilmiş olan değerli görevin farkında olunduğu belirtilmektedir;
Haziran 2005 tarihinde Atina’da yapılan Onuncu MCSD Toplantısının sonuçları ve yapılan teklifler, özellikle de MSSD ve Atina Bildirisinin kesinleşmesiyle ilgili gelişmeler dikkate alınmaktadır;
Binyıl Kalkınma Hedefleri, Sürdürülebilir Kalkınmayla ilgili Dünya Zirvesi Akdeniz Deklarasyonu, Johannesburg Uygulama Planı ve Katanya Deklarasyonuna paralel olarak bölgesel, ulusal ve yerel seviyelerde sürdürülebilir kalkınmanın sağlaması gerekliliği tekrar teyit edilmektedir;
Temmuz 2002 tarihinde Atina’da yapılan İkinci Çevre Bakanları Konferansı ve Mayıs 2005 tarihinde Lüksemburg’da yapılan Dış İşleri Bakanları Konferansı vasıtasıyla MCSD ve yan kuruluşu olan MSSD’nin tüm Ortaklık çapında sürdürülebilir kalkınmanın yayılması konusundaki öneminin Avrupa-Akdeniz Ortaklığı tarafından fark edilmesinin altı memnuniyetle çizilmektedir;
Sürdürülebilir kalkınmanın desteklenmesinin Akdeniz Bölgesindeki gelişimsel sorunları aşmak için çok önemli bir ihtiyaç olduğu konusunda hem fikir olunmaktadır;
Ayrıca sürdürülebilir kalkınma stratejilerinin detaylandırılması ve uygulanması Akdeniz’deki varlıkların değerlendirilmesi vasıtasıyla eşitlik, paylaşılan refah ve stabilitenin desteklenmesi, ihtilafların azaltılması, sürdürülemez üretim ve tüketim modellerinin değiştirilmesi, doğal kaynakların sürdürülebilir yönetiminin sağlanması ve tüm seviyelerde yönetimin iyileştirilmesi için gerekli aşamalar olduğu konusunda hem fikir olunmaktadır;
MCSD’nin Akdeniz Eylem Planı’nın görüşülmesi için bir Danışma Konseyi ve Forum olduğu ve MSSD’nin çevresel sürdürülebilirlik ve paylaşılan refah konusunda bir çerçeve ve bağlayıcı olmayan bir strateji olduğunu teyit edilmektedir;
Aşağıdakiler üzerinde hem fikir olunmaktadır,
1. MSDD, Akdeniz ülkelerinin sosyal ve ekonomik alanlar, çevre korunması ve kültürel ilerleme konularında sürdürülebilir bir tutum içerisinde ilerleme kaydetmeleri, dolayısıyla Bölgedeki barış, stabilite ve refaha katkıda bulunmaları için bir fırsat oluşturmaktadır,
2. MSSD; bölgesel, alt-bölgesel ve ulusal seviyelerde sürdürülebilir kalkınmanın desteklenmesi ve uygulanmasına rehberlik ettiği kadar bölgesel ve uluslar arası işbirliğinin rasyonelleştirilmesi ile Akdeniz Bölgesinin sürdürülebilir kalkınması için dinamik ortaklığın desteklenmesiyle ilgili ana konuları, ilkeleri, aşamaları ve faaliyetleri tanımlayan bir çerçeve ve bağlayıcı olmayan bir stratejidir,
3. MSSD sadece Akdeniz Eylem Planı (MAP) ve Sözleşme Taraflarını değil; özel sektörler, sivil toplum ve diğer ana gruplardan olan tüm diğer aktörler ve paydaşlar kadar ilgili bölgesel ve uluslararası kurumları da ilgilendirmektedir; koordinasyonlu çalışmalarda bulunmak ve ortak ilerleme kaydetmek için mükemmel bir fırsat sunmaktadır,
4. MSDD büyük gelişmelere adapte olunması ve ortaya çıkan belirleyici konulara entegrasyonu mümkün kılan esnek bir çerçevedir,
5. Sürdürülebilir kalkınma stratejilerinin uygulanması, özellikle sürdürülemez üretim ve tüketim modelleriyle ilgili dinamik bir değişim kültürünün desteklenmesiyle beraber ciddi siyasi ve kurumsal reformları gerektirir,
6. MSSD; beraberce geliştirilmiş bir eko-bölge ve ortak bir kader için sinerjiler, etkin yönetim ve kültürel çeşitliliğe dayanan proaktif bir kazan-kazan-kazan senaryosuna yapılması gereken katkıyı içermektedir,
7. Sürdürülebilir kalkınma stratejilerinin uygulanması; tüm vatandaşların temel ihtiyaçlarının temin edilmesi, bilgi erişimi, çoklu paydaşların katılımcılık yaklaşımı, önlemler ve kirletenler/kullanıcıların ödeme ilkeleri ile ortak fakat çeşitlilik gösteren yükümlülükler de dâhil olmak üzere çeşitli ilkelerin uygulanmasını gerektirmektedir,
Şu kararlar alınmıştır,
1. MSSD’nin benimsenmesi ve onun hedefleri, oryantasyonları ve teklif edilen faaliyetlerini uygulamak için ellerinden gelen tüm çabanın gösterilmesi,
2. MSDD’e üzerinde iyice düşünüldükten sonra Sürdürülebilir Kalkınma konusundaki kendi Ulusal Stratejilerinin hazırlanması ve/veya güncellenmesi,
3. Özellikle yasal çerçeve ve ilgili siyasi reformların yeterince revize edilmesi vasıtasıyla sürdürülebilir kalkınma ilkelerinin politika ve yasalara entegre edilmesi,
4. MSSD ve NSSD’nin uygulanması için ilgili yeterli insan, teknik ve mali kaynakların seferber edilmesi ve sağlanması,
5. Bölgesel, alt-bölgesel, ulusal ve yerel seviyelerde belirli ve ilgili projelerin tanımlanması ve uygulanması vasıtasıyla MSSD’nin uygulanmasına yönelik taahhütlerinin açıkça ortaya konması,
6. MSDD ve ilgili NSSD’lerin hedefleri, oryantasyonları ve önerilmiş olan faaliyetleriyle ilgili ortaklık girişimlerinin detaylandırılması ve uygulanmasını önermek veya aktif olarak katılımda bulunmak,
7. Bunların uygulanması sırasında ilgili aktörlerden, özellikle de özel sektör ve Sivil Toplum Örgütlerinden daha büyük mülkiyet durumunun olması ve daha güçlü destek sağlanması için enteraktif bir konsültasyon mekanizması ile bilinç uyandıran kampanyaların desteklenmesi,
8. Yeterli sayıda indikatör kullanarak bölgesel ve ulusal seviyelerde MSSD’nin uygulanışındaki ilerlemenin değerlendirilmesi, uygun şekilde revize edilmesi, eğer gerekiyorsa iki senede bir revize edilmesi ve beş yıl sonrada MSSD’nin genel değerlendirmesi ve incelemesinin üstlenilmesi,
9. Bölgesel, alt-bölgesel ve ulusal seviyelerdeki ilgili Aktörler ve Finansman Kuruluşlarının destek programlarında MSSD hedefleri, oryantasyonları ve önerilen faaliyetlere gereken hassasiyeti göstermelerinin ile MSSD ve ilgili NSSD’lerin uygulanışına aktif bir şekilde katkıda bulunmalarının istenmesi.
İlaveten,
Akdeniz deniz ve sahil çevresi ile ekosistemleri bölgesindeki karaya dayalı yerel ve endüstriyel kirlilik kaynaklarının belirgin etkileriyle ilgilenilmektedir;
1997 yılında kabul edilmiş olan Stratejik Faaliyet Programı (SAP), ilgili Ulusal Faaliyet Programı (NAP’ler) ve MSSD’nin uygulanışı konusunda Akdeniz ülkelerinin endüstriyel kirliliği azaltma sürecinin önemli katkıları hakkında bilgimiz bulunmaktadır;
SAP hedeflerinin AB deniz stratejisi, ilgili AB direktifleri ve uluslararası sözleşmelere uygunluğu ve aynı doğrultuda olduğu tekrar teyit edilmektedir;
Stratejik Faaliyet Programı (SAP) ve ilgili Ulusal Faaliyet Programlarının (NAP) uygulanışında sivil toplumda dâhil olmak üzere ilgili olan tüm paydaşların dâhil olması gerekliliği kabul edilmektedir;
Yeterli miktarda mali miktar gerektirecek olan Ulusal Faaliyet Programlarının (NAP) uygulanış sürecinin yerel seviyede ekonomik, teknolojik ve sosyal gelişimi geliştireceği göz önüne alınmaktadır;
LBS Protokolünün yürürlüğe girmesiyle beraber Stratejik Faaliyet Programına (SAP) dayanan yasal olarak bağlayıcılığı olan, kirliliğin kademeli olarak azaltılması için önlemler ve zaman çizelgesi içeren bir metinin oluşturulması ve benimsenmesi gerekeceği unutulmamaktadır;
Sözleşmenin Tarafları şu kararları almışlardır,
1. Ulusal Faaliyet Programlarını (NAP) desteklemek ve bunları uygun şekilde ulusal kalkınma planları, ulusal stratejiler ve kirlilik kontrol planlarına entegre etmek,
2. İlgili tüm bilgilere kolayca ulaşabilecek şekilde tüm paydaşlara, sivil toplumda dahil olmak üzere özellikle ulusal ve yerel yetkililere Ulusal Faaliyet Programlarının (NAP) uygulanışı, kontrolü ve takip edilmesi konusunda aktif bir rol vermek,
3. Ulusal Faaliyet Programlarının (NAP) Düzenli bütçeler, yenilikçi mali araçlar ve uluslararası kurumlar vasıtasıyla tam olarak uygulanması için gerekli tüm kaynakları seferber etmek.
İlaveten,
1999 senesinde yürürlüğe girmiş olan SPA ve Biyo-çeşitlilik Protokolü göz önüne alınmaktadır ve 2003 senesinde Akdeniz’in Biyo-çeşitliliğini korumak ve WSSD hedeflerine ulaşmak üzere bir tepki olarak benimsenmiş olan SAP-BIO’nun uygulanmasına acilen ihtiyaç olduğunun bilincindedir;
Foklar için olan Eylem Planının uygulanmasının bu önemli türün korunması için gerekli bir aşama olduğu konusunda ikna olmuştur;
Çoğunlukla insanların eylemleri, kasıtlı öldürmeler ve habitat kayıplarından ötürü Akdeniz fokunun yüksekçe olan yok olma riskinden endişe edilmektedir;
Bu türün kurtarılmasının Akdeniz’in biyo-çeşitliliğinin korunması açısından büyük bir çaba gerektireceğinin farkındadır;
Türlerinin ve habitatlarının korunması ve himaye edilmesi için uygun bir yasal çerçeve ile katılımcı mekanizmalara duyulan ihtiyaç bilinmektedir;
Hedeflenen koruma ve etkin yönetim için uygun insan ve mali kaynaklarla beraber yeterli işlevsel araçlara duyulan ihtiyaç teyit edilmektedir;
Sözleşme Tarafları Şu Kararları Almışlardır,
1. Bu tür canlıların azalmasını tersine çevirmek üzere Eylem Planının uygulanması ve işbirliğinin güçlendirilmesi için tüm önlemleri olabildiğince çabuk bir şekilde almak,
2. Habitat kaybı konusuyla bağlantılı bir şekilde yerel topluluklar, balıkçılar ve diğer paydaşlar hedef alınarak uygun hale getirilecek şekilde kasıtlı fok öldürülmesi sorununa ciddi olarak dikkat çekilmesi,
3. Fokların korunmasıyla ilgili başarı hikâyeleriyle alakalı bilgileri desteklemek ve ilgili tüm taraflar ve ortaklarla deneyimlerin paylaşılması,
4. Yeterince işlevsel yönetim planlarıyla beraber fokların korunmasıyla ilgili yasal önlemlerin geliştirilmesi ve uygulanması,
Son olarak,
Uluslararası ve bölgesel seviyede sosyal, ekonomik ve çevresel alanlarda gerçekleşmiş olan gelişmeleri dikkate alarak geçen 30 yıldan sonra Akdeniz Eylem Planı’nın (MAP) rolü ve yetkilerinin tekrar güncellenmesi ihtiyacı onaylanmaktadır;
Akdeniz Eylem Planı (MAP) Stratejik Vizyonunun Akdeniz Bölgesinde sürdürülebilir kalkınmaya daha fazla katkıda bulunabileceği konusunda ikna olunmuştur;
Akdeniz Eylem Planı’nın (MAP) dış değerlendirmesi konusundaki bulgular, sonuçlar ve önerilerin Akdeniz Eylem Planı’nın (MAP) Akdeniz’deki gelecekteki rolünü güçlendirmek üzere gerekli tüm reformları sunmak için olan süreci yürürlüğe koymak üzere iyi bir temel oluşturduğu kabul edilmektedir;

Üretimin sonunda 2 yapı harcı katından oluşan sıkıştırılmış karo elde edilmiş olur. Kurutma işleminden sonra, üst katlara yapay eskitme ya da kurutma gibi özel işlemler uygulanır.

Presleme esnasında yapı harcının içinde mevcut bulunan suyun, yapı harcının katılaşmasına izin vermesi için vakumlu titreşim ile emilimi gerçekleştirilir. Böylece, karoyu katılaştırmak için ikinci bir harç katı gereksinimi bulunmaz. Otomatik karo üretim sistemlerinde harç otomatik bir şekilde döküm kalıplarına boşaltılır.
