Suriye’de savaşın sona erdirilmesi konusunda 22 Kasım’da Rus lider Putin ve İran Cumhurbaşkanı Ruhani ile Soçi’de bir araya geleceklerini açıklayan Erdoğan, Türkiye’nin terör örgütlerinin olduğu masada kesinlikle yer almayacağını vurguladı
Cumhurbaşkanı Erdoğan, PYD ile DEAŞ’ın anlaşması ve 300 potansiyel teröristin aileleri ile birlikte Rakka’dan tahliyesi konusunda, “Yaşananlar, ABD’nin oralarda kara planlamasında da yer aldığını çok açık net ortaya koymaktadır” diye değerlendirdi. Rusya Devlet Başkanı Vladimir Putin ile Soçi’deki görüşmesinde Suriye’de savaşın sona erdirilmesi ve siyasi çözüm konusunun da etraflıca ele alındığını vurgulayan Erdoğan, “Biz, terör örgütlerinin olduğu masada kesinlikle olmayız. Bu, Cenevre için de geçerli, Astana için de. Dolayısıyla bir masada terör örgütü olacaksa, hiç kimse bizim de oraya oturmamızı beklemesin. İki kere iki dört” dedi. Astana sürecinin devam edeceğini belirten Erdoğan, 22 Kasım’da yine Soçi’de, Putin ve İran Cumhurbaşkanı Hasan Ruhani’nin de katılacağı bir liderler zirvesinin düzenleneceğini açıkladı.
Cumhurbaşkanı Erdoğan, üç günlük Rusya, Kuveyt ve Katar temaslarının ardından Türkiye’ye dönmeden Doha Havalimanı Şeref Salonu’nda beraberindeki gazetecilerin sorularını yanıtladı. Erdoğan’ın Suriye’deki gelişmeler başta olmak üzere dış ve iç gelişmelere yönelik sorularımıza verdiği yanıtlar satır başlarıyla şöyle:
SİYASİ GEÇİŞ: Suriye’de savaşın sona erdirilmesi ve siyasi geçiş konusunu da etraflıca ele aldık. Türkiye, Rusya ve İran olarak Astana sürecini devam ettirmek istiyoruz. Ayın 22’sinde liderler düzeyinde bir araya geleceğiz. Bizden bir gün önce dışişleri bakanlarımız bir ayaya gelecek, ön hazırlıkları yapacaklar.
SÖZ VERİLDİ: Malum özellikle İdlib’deki 12 gözlem noktası hususu hassasiyet taşıyor. Bu noktalar konusunda Türkiye olarak bizler, Rusya hatta hatta İran’ın da talebi var ise biz orada esnek davranıyoruz. Ancak Afrin konusunda İran’ın oraya böyle bir şeyi arzu etmesi konusuna sıcak bakmıyoruz. Çünkü oradan çekilme konusunda Hamburg’daki G 20 zirvesinde Rusya’nın bize verdiği sözleri var. Rusya’nın çekilmesi, oradan bize yönelik muhtemel tehdit ve tacizlerden duyduğumuz rahatsızlıklarla alakalı olarak Türkiye’ye gerekli anlayışın gösterileceği hususlarında bize söz verilmişti. Afrin olayını bu çerçevede değerlendiriyoruz. Demografik yapının korunması hassasiyetlerimiz arasındadır.
ASTANA VE CENEVRE EŞGÜDÜMLE: Astana ve Cenevre süreçlerinin eşgüdümlü biçimde devamı konusunda mutabık kaldık. PYD konusundaki tavrımız çok açık ve net. Bundan taviz veremeyiz. Suriye ulusal diyalog kongresi ile ilgili çalışmalar hep birlikte yürüyecek. Ama biz kendilerine şunu söyledik; yani Suriye’deki muhalif grupları yok farz ederek orada bir yere varmak mümkün değil. Şu ana kadar Suriye’deki muhalif gruplar hem ılımlı muhalifler olarak, buradaki mağdur, mazlum insanların bir yerde haklarının korunması mücadelesini verdiler. Bu değerlendirmenin çok çok iyi yapılması lazım. PYD-YPG, PKK üçlüsüne de dikkati çektik; meseleyi ele alırken “Oralarda bu tür terör örgütlerinin de hukuku vardır” diye bir anlayış söz konusu olamaz. Zira bu tür bir anlayışla zaten mesafe de alınamaz.
AYNI MASADA KESİNLİKLE OLMAYIZ (Putin ile görüşme, PYD-YPG’nin masaya davet edilmeyeceği konusunda güvence aldınız mı?): Türkiye olarak biz, terör örgütlerinin olduğu masada kesinlikle olmayız. Bu, Cenevre için de geçerli Astana için de. Buralara bir terör örgütünün katılmasını kabul edemeyiz. Dolayısıyla bir masada terör örgütü olacaksa, hiç kimse bizim de oraya oturmamızı beklemesin. İki kere iki dört. Siyasetin namusu vardır, biz siyasetin namusundan taviz veremeyiz. Bu hususu Sayın Putin’e de söyledim. O tür bir adım atılamayacağını ifade ettim. Suriye’deki gelişmeleri bizim dikkatle ele almamız lazım ki, sağlıklı neticeye varalım. Bunun için bu ayın 22’sinde ben, Putin ve Ruhani liderler olarak bir araya geleceğiz. Nereye varılabileceğini çok daha açık ve net göreceğiz.
‘Faiz lobisinin üzerine gideceğiz’
Benim tezimi biliyorsunuz: Enflasyon faizle doğru orantılıdır. Enflasyonla faiz arası ilişki sebep netice ilişkisidir. Sebep faizdir netice enflasyondur. Ne yazık ki bunu ilgili arkadaşlara anlatamıyoruz. Hepsi ‘Ben bankayım, daha yüksek kar nasıl elde edeceğim ona bakarım’ diyor. Faizi yükselterek kendi karını artırmanın gayreti içinde ama öbür tarafta enflasyon milleti inim inim inletiyor. O onun umurunda değil. Şu anda maalesef bu süreç devam ediyor. Belki önümüzdeki hafta Sayın Başbakan, ilgili bakanlar, bazı devlet bankaları bir araya gelmek suretiyle bu konuyu müzakere edip bu konuda çok kararlı adım atıp, bu faiz lobisinin de bu faizlilerin de üzerine gitmekte kararlıyız. Bu lobinin üzerine gidilmezse, bu faizlerin üzerine gidilmezse ne olur? Birincisi, enflasyon aşağıya çekilemez, ikincisi yatırımlar artmaz, üçüncü olarak da istihdam artmaz.
ABD, PYD’yi kullanıyor
ABD’nin DEAŞ’a karşı attığı adımlarda PYD-YPG gibi terör gruplarını kullandığı biliniyor. Bunlara çok ciddi ödemeler yapılmıştır. Rakka’da, Münbiç’te kullanılmıştır. Münbiç, oranın asıl sakinleri olan Arapların şehirden kovulmasına, PYD-YPG’ye peşkeş çekilmesine sahne olmuştur. Ayni şey Rakka için geçerlidir. Dolayısıyla Rakka’nın da şehrin gerçek sakinlerine teslim edilmesi için bir çalışma yapılması gerekiyor.
ABD KARA PLANINDA AÇIK, NET: (DEAŞ’lı militanların Rakka’dan çıkarılması, ABD’nin tutumunu): Amerikalı koalisyon sözcüsünün olaylara ne kadar vakıf olduğunu bilemiyorum. Rutin asker mantığı ile yapılmış bir açıklama gibi görünüyor... Orada kaç DEAŞ’lı olduğunu, kaçının çıktığını bildiğini de zannetmiyorum. Rakka, DEAŞ’ın Suriye’deki ana merkeziydi; en sonda ana merkezleri de düşmüştür. Biz oralarda DEAŞ’la mücadele konusunda Amerikalılara şunu söyledik: ‘Rakka operasyonunu, Münbiç de dahil olmak üzere gelin beraber yapalım.’ Ama ikna edemedik. ABD, orada, bir terör örgütünü bir başka terör örgütüyle yok etmenin hesabı içine girdi. “Biz oralarda yokuz; havadan müdahale ediyoruz, sadece lojistik destek sağlıyoruz” diyorlar ama, gerçek tam öyle değil. Amerikalı komandolardan tutunuz, değişik güvenlik güçlerine varıncaya kadar YPG ile o bölge içinde o mücadelenin içinde bizzat yer alanlar var. YPG elemanlarına para verdiklerine dair duyumlar var. Tüm bunları bir kenara koyalım, Irak üzerinden Suriye’ye 3500 TIR, zırhlı taşıyıcı, silahlar, tank, top vesaire sevk ettiler. ABD’nin orda beş hava üssü var, sekiz de diğer üsleri var. Şimdi bir de Rakka’da üs kuruluyor. TIR’larla sevk edilen silah, mühimmat, araç gereç hepsi oralara serpiştiriliyor. Hal böyle iken, ABD’nin, ‘Ben bu işin içinde yokum, ben bu işi sadece izliyorum, havadan takip ediyorum’ demesi ne kadar inandırıcı? Gerçek ortada. Yaşananlar, ABD’nin oralarda kara planlamasında da yer aldığını çok açık net ortaya koymaktadır.
7 SENEDİR ÇIKIŞ YOK MUYDU? Trump’ın yaptığı “Suriye’de Siyasi çıkış yolu” ifade olarak doğru da, peki yedi senedir bu işin siyasi çıkış yolu yok muydu, böyle bir imkan yok muydu? Var idiyse niye başvurulmadı da yüz binlerce insan öldürüldü? Yüz binlerce insanın öldürülmesi olayındaki aktörler kimlerdi? Bunların bir düşünülmesi lazım. Yüz binlerce insan öldürülecek, buna neden olanlar hiç bu işi yok kabul edecekler ve siyasi çıkış yolu... Siyasi çıkış yolu deniliyorsa o zaman hadi tüm silahlar, toplar, tanklar hepsi araziden çekilsin; o zaman AGİT vs. kimleri sokacaksak devreye, bunları sokalım devreye hemen burada siyasi çıkış yolunu arayalım. Türkiye olarak biz de siyasi çözüm için üzerimize ne düşecekse yapalım. BM üzerine ne düşecekse, o da üzerine düşeni yapsın. Atalım adımları. Siyasi olarak hemen bu işlerin üzerine gidelim..
SADECE SİYASİ ÇÖZÜMLE BİTMEYECEK: Kaldı ki iş sadece siyasi çözümle bitmeyecek. Karşımızda artık yerle bir olmuş bir Suriye var. Kuru kuruya bir şeyler söylenmesi yetmiyor. Yerle bir olmuş Suriye’yi de bir taraftan yeniden ayağa kaldırmak gerekecek. Tarih, kültür, medeniyet, her şey yerle bir olmuş. Bunları etraflıca düşünmek gerekiyor. Mülteciler konusunda tüm dünyayı duyarlı olmaya çağırıyoruz. En güçlü olarak ABD’yi, Rusya’yı, Çin’i, hatta daimi üyeleri, bu hususta duyarlı olmaya davet ediyoruz. Temenni ederim ki bu duyarlılığı gösterirler.
‘Katar’a uygulanan ambargo kaldırılmalı’
Katar krizinin çözümü için Kuveyt Emiri’nin girişimlerini bugüne kadar nasıl desteklediysek, bundan sonra da desteklemeye devam edeceğimizi belirttik. Katar’da biliyorsunuz bir de üssümüz var. Üssümüzü ziyaret ettik. Askerimiz orada barış, güven ve istikrar için bulunuyor. Bundan sonraki süreçte de aynı kararlılıkla görevlerini yapmaya devam edecekler. Askerlerimizin konuşlandıkları Tarık bin Ziyad kışlasının modernize edilmesi, genişletilmesi, büyütülmesi için çalışmalar sürüyor. Bu yapıldığı anda, parlamentoda aldığımız karar gereği neyse bunu yapmaya devam edeceğiz. Katar’a yönelik yaptırımların artık kaldırılması gerekiyor. Bu krizin kimseye artık faydası olmadığı ortada. Bölgemiz zaten terör, iç savaşlar, mezhep gerginliği ile uğraşıyor. Yeni krizler çıkarmak kimseye fayda sağlamaz.
HARİRİ’NİN İSTİFASI (Lübnan Başbakan’ın istifası): Sayın Hariri’yle ilgili süreci takip ediyoruz. Bir kaç gün içinde Lübnan’a döneceği yönünde bir açıklaması olmuş. Dolayısıyla bir kaç gün beklemekte fayda var. Ilımlı İslam tartışmasıyla alakalı olarak ben öteden beri aynı şeyi söylüyorum: İslam, İslam’dır. Biz Ilımlı Hıristiyanlık, Ilımsız Hıristiyanlık gibi ifadeler kullanıyor muyuz? Kullanmıyoruz. İslam için de bu tarz ifadeler kullanılması; dinimizin şiddetle özdeşleştirilmeye kalkışılması yanlıştır. İslam’ın ilkeleri bellidir; İslam, İslam’dır.
KARABAĞ SORUNU: Kendisi (Putin) olumlu bakıyor ama, gördüğüm kadarıyla çok umutlu değil. Tarafların tutumu nedeniyle ümitsiz, onu gördüm. Ben kendisine, ‘Beş reyon meselesinde olumlu neticeler alınmıştı, buradan çıkacaklardı’ dedim. Bu konuda BM’nin almış olduğu karar da var, bu karara rağmen Ermeniler buraları boşaltmadı. Buraların işgal altında olduğunu BM Güvenlik Konseyi kabul etti. Buna rağmen Ermenistan oraları terk etmiyor, boşaltmıyor. Buralar boşaltılmış olsa, o zaman tabii buraların gerçek sahipleri gelip topraklarına yerleşebilirler. Tüm bunları görüştük. Ama gördüm ki bir ümitsizlik var yani.
‘Neymiş, Atatürk demiyormuşum’
ATATÜRKÇÜLÜK TARTIŞMALARI (10 Kasım itibariyle başlayan gündem var. Belki de partinizin gençlik kolları çağrısıyla da... Partinizin Atatürk başlığında yeni bir hassasiyeti mi var? Eleştirilere ne dersiniz?): Gençlerin dediğiniz türden bir şey yapması genel merkez gençlik kolları kaynaklı bir şey değil, kendilerinin serbest hareket etmesi suretiyle attıkları adım. Benim konuşmam zaten onlarla bağlantılı bir konu değil.. Benim konuşmamda, bu ülkede tabular oluşturulmaması gerektiğini vurguladım. Atatürk’ü sevmek başka bir şeydir, Atatürkçülük yapmak başka bir şeydir... Mesela neymiş, efendim ben Atatürk ifadesini kullanmıyormuşum! Ya, yok öyle bir şey. Kullandığım yerler vardır, kullanmadığım yerler vardır. Bu matematik bir olay değil ki. Atatürk’ün imzasına bakarsınız, bazı yerlerde K. Atatürk diye imzası vardır, bazı yerlerde Gazi Mustafa Kemal diye imzası vardır. Ben şimdi Gazi Mustafa Kemal de diyorum, Atatürk de diyorum. Ama adamın derdi bağcı ile olduğu için, ne deseniz kusur buluyor. Sıkıntı burada. Düşünün artık, kimlerin eline diline düştü ya. Marksistlerin, affedersin PKK’lıların, HDP’lilerin, şunların bunların eline düştü. Onlarla birlikte yürüyen kim? Sözde Atatürkçü Kılıçdaroğlu. Oradan eleştiriler yapıyor. Önce işine bak. Bu ülkeye ne kazandırıyorsun ona bak. Buralara kadar bu işi düşürmedik, düşürmeyeceğiz. Kaldı ki Gazi Mustafa Kemal Atatürk’ün, biliyorsunuz, kendisini putlaştırmaya çalışanlara yönelik aleyhte çok veciz ifadeleri var. Al biraz da onları oku. Bak bakalım ne diyor. ‘Vatan için ne yaptınız, bu millet için ne yaptınız?’ diye soruyor. ‘Bana öyle gelin’ diyor. Biz, bu cümlenin şu andaki muhatapları olarak, Türkiye’yi muasır medeniyetler seviyesinin üzerine taşıyoruz.
(Bahçeli’nin seçim barajı açıklamaları ve ittifak tartışmaları): Ben Bahçeli’nin cumhurbaşkanlığım dönemi içinde yerli ve milli olarak vatanseverlik konusundaki tüm yaklaşımlarını aynen paylaşmışımdır, paylaşıyorum. Bundan sonraki süreçte de vatanseverlik noktasında, ülkemizin değerleri noktasında milli yerli olacak her konuda; hele hele terör örgütleriyle dayanışma içinde olan bir ana muhalefet partisi karşısında biz yerli ve milli olarak vatanımızın çıkarları tüm milletimizin çıkarları noktasında MHP ile biz her türlü adımı atmaya varız. Bu konuda tereddüdümüz dahi yoktur. (Seçim barajı) Bu konuda bir çalışma yok. Bana göre şu an için erken sayılabilecek bir tartışma. Ancak ülke olarak baraj meselesinde tecrübemiz, deneyimimiz fazlasıyla var. 50 artı 1 ile siyasi istikrar geliyor. Dolayısıyla bütün bunları göz önüne aldığımızda belki bir seçim öncesi ittifak düşünülebilir, onun üzerinde durulabilir. Bu da yetkili kurullarımızın çalışması, gerekli değerlendirmeleri yapması gereken bir iştir. Nasıl bir adım atılabileceği bilahare düşünülebilir. Bunlar da bu ülkenin evlatlarının birbirleriyle neler yapabildiğini göstermesi açısından çok çok önemlidir.
Rusya ile hedef 100 milyar dolar
Rusya’da ikili ilişkilerde bütün kısıtlamaların kaldırılması süreci hızla ilerliyor. Geldiğimiz nokta turizmde çok çok hassastı. Onuncu ayın sonu itibarıyla 4.5 milyona varan Rus turist sayısı var. Bu yıl sonu daha da artacağa benziyor. Hedefimiz Rusya ile yüz milyar dolarlık ticaret hacmini yakalamak. Bu konuda her iki tarafta bu irade mevcut; bunu hedefleyelim ve bu hedeften de taviz vermeyelim anlayışı var. Akkuyu ve Türk akımı da işbirliğimizin önemli konuları arasında yer alıyor. Akkuyu Nükleer Santrali ile ilgili olarak temel beton atma törenini istiyoruz ki bu ay sonuna kadar yapalım. Türk akımında şu anda Rusya’nın deniz altında boru döşeme çalışmalarında 448 km’lik bölüm tamamlanmış vaziyette. Gerçekten Rusya çok yoğun bir çalışma sürdürüyor.
Türkiye tarafındaki hazırlıklar da devam ediyor. Şimdi bizim kara topraklarındaki adımları Kıyıköy’den itibaren atacağız İkinci bir hattın yapımı ile ilgili çalışma konusunda Enerji Bakanımıza gereken talimatı verdik. İkinci hat ağırlıklı olarak Türkiye’ye hizmet veren bir hat olacak.
S-400’LER: Öncelikli olarak görüştüğümüz S-400. Anlaşma imzalandı, detaylar üzerinde savunma sanayi müsteşarımızla muhatapları görüşmeleri sürdürüyor. Avanslar meselesi var, kredi meselesi var. Ödemelerdeki faiz noktasında bu görüşmemizde biz kendisiyle mutabakat sağladık. Hatta bakanlar olarak da mutabık kalındı, teyit ettik. Alttaki bürokratların yaklaşımı ile ikimizin ortaya koyduğu yaklaşımın farklı olduğu ortaya çıktı. Arkadaşların yoğun çalışmaları olursa, 22’sinde de bir araya geldiğimizde önemli mesafe katetmiş oluruz. Vize meselesinde ciddi anlamda bir yumuşama söz konusu.
Translation - English Explaining that he was going to get together with Russian leader Putin and Iran's President Ruhani in Sochi on 22 November to discuss ending the war in Syria, Erdogan stressed Turkey was definitely not going to sit at a table where terrorist organizations were also sat.
Speaking about DEAS's [DA'ISH, Arabic acronym for ISIS] with the PYD [Democratic Union Party] and the evacuation from Ar Raqqah of 300 potential terrorists together with their families, President Erdogan said: "What is taking place makes it perfectly clear that the United States has a place on the ground there." Stressing that in his meeting with Russia's President Vladimir Putin in Sochi they discussed in detail ending the war in Syria and a political settlement there, Erdogan said: "We will definitely not be at a table where terrorist organizations are sat. This goes for both Geneva and Astana. Therefore, if a terrorist organization is going to be at the table nobody should expect us to sit there, too. Two times two is four." Stating that the Astana process was going to continue, Erdogan announced that a leaders' summit was going to be arranged in Sochi on 22 November attended by Putin and Iran's President Hasan Ruhani.
President Erdogan answered journalists' questions in the VIP Lounge at Doha Airport before returning to Turkey after three days of talks with Russia, Kuwait and Qatar. Here are the bullet points of Erdogan's replies to our questions about domestic and foreign developments including those in Syria:
Political Transition: We discussed in detail the ending of the war in Syria and a political transition. Turkey, Russia and Iran are going to continue with the Astana process. We leaders are going to meet up on the 22nd of the month. Our respective foreign ministers are going to get together the day before and make preparations.
Promise Made: As you know, the 12 observation posts in Idlib in particular are a delicate matter. With respect to these posts we Turks are acting with flexibility if Russia and even Iran have any requests. However, we do not welcome Iran having designs on Afrin because Russia gave us a promise about pulling out from there at the G-20 Summit in Hamburg. We were given promises with respect to Russia pulling out and Turkey being given the necessary understanding given our unease about likely threats and harassment from there. It is in this context that we are treating the Afrin business. One of our sensitive points is the preservation of the demographic makeup there.
Astana And Geneva In Coordination: We agreed that the Astana and Geneva processes should be run in a coordinated fashion. Our position on the PYD is crystal clear. No concessions. Work on the Syria national dialogue congress will proceed all together. But we did tell them this: You cannot get anywhere by pretending the opposition groups in Syria do not exist. The opposition groups in Syria, moderate opposition groups that is, have fought so far to safeguard the rights of the wronged and oppressed people here. This evaluation has to be made very, very well. We drew attention to the PYD-YPG [People's Protection Units] PKK [Kurdistan Workers Party] trio and said that when discussing this issue there could be no thinking, "Those kinds of terrorist organizations have history there" because no progress can be made with that kind of thinking.
We Will Definitely Not Be At The Same Table: (Did you receive any assurances during your meeting with Putin that the PYD-YPG would not be invited to the table?) As Turkey we will definitely not be at a table where terrorist organizations are sat. This goes for Geneva and Astana. We cannot accept any terrorist organization's participation there. Therefore, if a terrorist organization is going to be at the table, nobody should expect us to sit there. Two times two is four. Politics has dignity and we will not compromise the dignity of politics. I said as much to Mr. Putin. I said that that kind of step could not be taken. We need to discuss the developments in Syria carefully so that we can reach a healthy outcome. Therefore, myself, Putin and Ruhani are going to meet up on the 22nd of the month. We shall be better able to see where it could go.
"We Are Going To Tackle The Interest Rates Lobby"
You all know my thesis. Inflation is directly proportional to interest rates. The relationship between inflation and interest rates is one of cause and effect. The cause is interest rates; the effect is inflation. Unfortunately, we cannot make our relevant colleagues see this. They all say, "I am a bank and I am interested in how I can make an even larger profit." They are trying to increase their profits by increasing interest rates but on the other side of the coin inflation is making our nation whimper and moan. They do not care about that. This process is continuing right now, unfortunately. We are committed to getting together perhaps next week with the Prime Minister, the relevant ministers and some state banks to discuss this, take some decisive action and tackle these interest rates lobbies. What might happen if we do not tackle the interest rates lobby and these interest rates? For one thing, it will not be possible to bring inflation down. Secondly, there will be no increase in investment. And thirdly, there will be no increase in employment.
The United States Is Using The PYD
It is common knowledge that the United States use such terrorist organizations as the PYD-YPG in combating ISIS. They gave them serious payments. They were used in Ar Raqqah and Manbij. Manbij witnessed the city's actual inhabitants the Arabs get thrown out and the city handed over piecemeal to the PYD-YPG. The same is true of Ar Raqqah. Therefore, work needs to be done to hand Ar Raqqah back to its true inhabitants.
The United States Is Clearly Part Of The Land Plan: (About the removal of ISIS militants from Ar Raqqah and the United States position): I do not know how much the American coalition spokesman knows about what is going on there. It seems to a statement made with routine military logic. I do not think he knows how many ISIS members were there and how may got out. Ar Raqqah was ISIS' main base in Syria. Their main base fell in the end. We told the Americans about the fight with ISIS there: "Let us do the Ar Raqqah operation including Manbij together." But we were unable to convince them. The United States was banking on using one terrorist organization to take down another terrorist organization. "We are not there. We are carrying out airstrikes and providing logistic support only," they said but that is not the truth. Commandos and all sorts of security forces are taking part in the fight in that region together with the YPG. There are rumors that they are paying the YPG personnel. Let us put all that aside, though. They sent 3,500 trucks, APCs, weapons, tanks, artillery pieces etc into Syria from Iraq. The United States has five airbases there and eight other bases. A base is now being set up in Ar Raqqah. The weapons, munitions and equipment that was sent in on those trucks are scattered all over the place there. This being the case, how credible is the United States when it says, "We are not there; we are only providing air and logistical support"? The facts speak for themselves. What is taking place clearly shows that the United States has a place on the ground there.
Was There Really No Exit For Seven Years? While Trump's comment "A political way out in Syria" is correct, was there really no political way out here for the past seven years, really no way? If there was, why was it not taken, why did hundreds of thousands of people have to die? Who were the principal actors in the killing of hundreds of thousands of people? Just think about them a moment. Hundreds of thousands of people are going to be killed. The people who caused this are going to deny all this, and a political way out… If there is talk of a political way out then pull out all the weapons and artillery and tanks from the field. If we are going to send in the likes of the OSCE then let us send them in right now and look for a political way out. Let Turkey play its part in finding a political settlement. Whatever the UN has to do, let it do that. Let us take action. Let us tackle this politically right now.
Political Settlement Alone Will Not Be Enough: Besides, we are looking at a Syria that has been razed to the ground. Talk is not enough. We need to get Syria back on its feet. Its history, its culture, its civilization, everything has been leveled. This all needs to be given a lot of thought. We are calling on the entire world to give a thought to the refugee issue. We are inviting the most powerful states, the United States, Russia, China and even the P5 to be sensitive to this. It is my wish that they show this sensitivity.
The Embargo On Qatar Has To Be Lifted
We stated that we are going to continue supporting the Emir of Kuwait's initiatives to resolve this crisis just as we have always done. As you know, we have a base in Qatar. We visited our base. Our forces are there for peace, trust and stability. They are going to continue with their mission with the same resolve from here on as well. Work is continuing to modernize, expand and enlarge the Tariq Bin Ziyad barracks where our soldiers are based. The moment this is done we are going to continue doing whatever the decision we made in Parliament requires us to do. The sanctions against Qatar have to be lifted now. It is clear that this crisis does nobody any good. Our region is already wrestling with terrorism, civil wars and sectarian tension. It helps no-one to generate new crises.
Lebanon Prime Minister Hariri's Resignation: We are keeping a close eye on the Hariri situation. He announced he was going to go back to Lebanon in a few days. So, it would help to wait a few days. As for the debate over moderate Islam I have been saying the same thing since the beginning: Islam is Islam. Does anyone ever use the term Moderate Christianity or Extremist Christianity? We do not. It is wrong to use these kinds of expressions for Islam, to equate our religion with violence. Islam's principles are well known. Islam is Islam.
The Karabakh Problem: He (Putin) is optimistic but from what I can tell he is not very hopeful. I saw that he feels no hope and this is because of the attitudes of all the sides. I told him: Positive results had been achieved in the five "reyon" matter, and there were going to move out of there. There is a UN resolution on this, as well. But despite this resolution the Armenians have still not left those places. The UNSC has acknowledged that those places are under occupation. Even so, Armenia is not leaving, not evacuating those places. But if those places were evacuated then of course the true owners could come back and settle. We discussed this. But honestly, what I saw was hopelessness.
What, I Do Not Say Ataturk's Name!
The Ataturkism Debates: (There is an agenda that started on 10 November. Perhaps with your party's call to the youth wings. Does your party have new feelings with respect to Ataturk? What do you say to the criticism?): The youth doing the kind of things you are talking about is not something that originates from the party's center youth wings. It is action taken by themselves when left to their own devices. My speech is not a topic that is associated with them in any case. In my speech I stressed the need for taboos not to be created in this country. To like Ataturk is one thing. To practice Ataturkism is quite another. What are they saying? I never say Ataturk's name! Rubbish. There are places where I do and places where I do not. This is not an exercise in mathematics. Look at Ataturk's signature. Sometimes he signed with a K [for Kemal] and sometimes he left it out. I am now saying Gazi [War hero/veteran] Mustafa Kemal and I am also saying Ataturk. But as these people have a problem with the vineyard owner and not the wine, no matter what you say they find fault with it. And therein lies the problem. Think about it. Who is taking charge of and uttering his name? The Marxists; excuse me, the PKK, the HDP [Peoples' Democratic Party]; they are uttering it now. And who is marching with them? The so-called Ataturkist Kilicdaroglu. He criticizes from there. He should take care of his own business first. He should see what good he is doing the country. We are not going to sink to that level. Besides, Gazi Mustafa Kemal Ataturk said some very nasty things about those who were trying to idolize him. He should read some of them. Look, what does he say? He asks, "What have you done for the homeland, this nation? That is how you should come to me." As the current addressees of that sentence we are saying that we are taking Turkey beyond the level of contemporary civilizations.
(On Bahceli's election threshold announcements and election alliance debates): I must have shared all of Bahceli's approaches with respect to patriotism as native and national during my period as president. I still do. From here on, too, with respect to patriotism and our country's values and in every national and native topic, even more so when it comes to opposing a senior opposition party that is in solidarity with terrorist organizations, we are ready to take any and all action with the MHP. We have no hesitation about this. (Election threshold) There is no work on this topic. If you ask me, it is a premature debate. However, we have a great deal of experience with the threshold issue. Political stability comes with 50 plus one. Therefore, when we take all this into account a pre-election alliance might be considered and looked into. This is something that our authorization boards need to look at. Afterwards, we can think about what kind of steps can be taken. These are all very, very important in terms of our country's sons showing what they can do when they work together.
Goal With Russia Is $100 Billion
The elimination of all restrictions in bilateral relations with Russia is proceeding apace. Tourism is a very, very delicate matter where we are now. The number of Russian tourists reached 4.5 million as of the end of October. And it looks like being even higher by the end of the year. Our goal is to achieve a $100 billion volume of trade with Russia. The will exists here on both sides. The attitude is one of let us set this goal and not make any compromises when achieving it. Akkuyu and Turkish Stream are important fields of cooperation for us. We want a concrete pouring ceremony for the Akkuyu Nuclear Power Station, so let us do this by the end of the month. As for Turkish Stream; some 448 km of pipeline has been laid by Russia under the sea. Russia really is working hard.
Preparations are under way too on the Turkish side. We are going to take steps on land starting with Kiyikoy [lit. coastal village] and we have instructed our Energy Minister about work on the construction of a second line. The second line will be a line that mainly serves Turkey.
The S-400s: We discussed the S-400s [Sa-21 Growler] as a matter of priority. The deal was signed. Our defense industry undersecretary is continuing to work on the details with his counterpart. There is this issue of a down payment and a loan. During our meeting he and reached an agreement on interest payments. In fact, the ministers concurred. We confirmed this. It turned out that the approach adopted by the lower level bureaucrats was different from our approach. If our colleagues work hard then by the time we meet up on the 22nd we will have made significant progress. There is also a serious lightening up in the matter of visas, too.

Atak helikopterinin Pakistan'a satışına yönelik görüşmelere ilişkin bilgi veren Kotil, kendisi de pilot olan Pakistan Başbakanı Şahid Hakan Abbasi'nin geçen ay İstanbul'da bu helikopterle uçuş yaptığını anımsattı. Kotil, "Çok memnun oldular. Basına verdikleri demeçte de Atak helikopteri için 'en iyi' diye bahsettiler. Görüşmeler devam ediyor. Pakistan 30 helikopter alma kararını verdi ama işlemleri sürüyor. Bir terslik olmazsa önümüzdeki günlerde son şeklini imzalarız diye düşünüyorum." dedi.

Touching on the defense needs felt by the region's countries, Kotil continued:
"When we look at this in terms of TAI, the Anka [Phoenix UAV] drew a lot of interest. We had meetings about it. Similarly, there was interest in the Atak helicopter and the armed variant of the Hurkus [single turboprop trainer aircraft named after its designer]. We held meetings with force commanders and ministers. Turkey's broad participation in the fair was important in showing how far our industry has come. The countries of the region have needs in many areas. They have their own projects, too. There is a lot of potential here for Turkish companies. Turkey is now a player in the defense sector. Turkish companies could take on responsibilities in meeting these needs or contributing to these projects."

Kotil stated that they had been in touch with representatives from several countries at the fair including Indonesia, Malaysia, Cambodia, Thailand, Vietnam, the Philippines and South Korea.
"Countdown Has Begun For National Combat Aircraft"
Temel Kotil stated that at the fair they had the chance to talk collaboration with their British partners in the National Combat Aircraft Project. Pointing out that the advertisement for engineers to be employed on the project had received a lot of interest and that they had received many applications, Kotil said they told this to their British partners. Stating that the project was still in the design phase after which they would switch to the prototype phase, Kotil noted:
"Our normal timetable was four years. Our Prime Minister took a year off this. We have three years of design work. We are in the first stage of the project. These kinds of projects take 10 years or more. The F-35 was made after a 25-year process and we are aiming to actualize this project in half that time. We are running the bidding on the engine on behalf of the Defense Industry Undersecretary's Office. Afterwards, we are going to present it to them. It will become clear in January who the main contractor will be for the engine and which firms will be worked with."
Atak Pakistan-Bound
Speaking about the meetings involving the sale of Atak helicopters to Pakistan, Kotil recalled that Pakistan's Prime Minister Shahid Khaqan Abbasi, himself a helicopter pilot, had flown with this helicopter in Istanbul last month. Kotil said: "They were very pleased. In the statement they gave to the press they said the Atak helicopter was 'the best.' The talks are still in progress. Pakistan decided to purchase 30 helicopters but things are still being worked out. Barring any mishaps I think we will sign the finished product in the coming days."

İlişikteki finansal tablolar, Sermaye Piyasası Kurulu’nun (SPK) 13 Haziran 2013 tarih ve 28676 sayılı Resmi Gazete’de yayımlanan Seri II, 14.1 No’lu “Sermaye Piyasasında Finansal Raporlamaya İlişkin Esaslar Tebliği” (Tebliğ) hükümlerine uygun olarak hazırlanmış olup Tebliğin 5. Maddesine istinaden Kamu Gözetimi Muhasebe ve Denetim Standartları Kurumu (KGK) tarafından yürürlüğe konulmuş olan Türkiye Muhasebe Standartları / Türkiye Finansal Raporlama Standartları ile bunlara ilişkin ek ve yorumları (TMS/TFRS) esas alınmıştır.

(ii) Yüksek Enflasyon Dönemlerinde Finansal Tabloların Düzeltilmesi:
TMS 29’a göre, yüksek enflasyon ekonomisinin hakim olduğu bir ülkenin para birimini kullanarak finansal tablolarını hazırlamakta olan kuruluşların bu tablolardaki kalemleri raporlama tarihi itibarıyla endekslenen birim değerleri ile göstermeleri ve aynı uygulamayı geçmiş dönemlere de yansıtmaları gerekmektedir. Sermaye Piyasası Kurulu (SPK)’nın 17 Mart 2005 tarih ve 11/367 sayılı Kararı uyarınca, 2005 yılında finansal tabloların enflasyona göre düzeltilmesi uygulaması sona ermiştir. Bu nedenle, finansal tablolar, 31 Aralık 2004 tarihindeki Türk Lirası’nın satın alma gücü cinsinden ifade edilmiştir. (iii) Düzeltmeler :

Translation - English 2. Principles for the Presentation of Financial Charts
(i) Basic Guidelines for Presentation:
The Company holds its accountancy records and its statutory ledgers in Turkish Lira (TL) in accordance with current commercial and financial legislation. The attached financial charts were prepared in accordance with the provisions of the Capital Markets Board's (SPK) "Notification of Principles Relating to Financial Reporting in the Capital Market" (Notification) Series II. Number 14.1 as published in the Trade Registry Gazette on 13 June 2013 with the Turkish Accounting Standards/Turkish Financial Reporting Standards (TMS/TFRS) , which were put into effect by the Public Oversight Accounting and Auditing Standards Board (KGK) in accordance with Article 5 of the Notifications, and their corresponding annexes and interpretations.
Exigent to TFRS 1 comparative financial charts were also prepared in accordance with those same principles. As is explained below, certain corrections and classifications were made when preparing the attached financial charts so as to ensure compliance with TMS/TFRS.
The attached financial charts were presented in accordance with the principles for displaying financial charts and footnotes the implementation of which was made obligatory by the announcement published by the SPK in its Weekly Bulletin Number 2013/19 dated 7 June 2013.
The Company's functional unit of money being the Turkish Lira (TL), the attached financial charts and footnotes are presented in Turkish Lira (TL).
The financial charts were approved by the Board of Directors on 24 February 2017. The Company has the power to amend the SPK's interim financial charts via the Board of Directors and the SPK's annual financial charts via the General Board.
(ii) Adjustment of Financial Charts During Periods of High Inflation:
According to TMS 9, institutions that are preparing financial charts using the currency of a country with a high-inflation economy need to show the entries in these charts with the indexed unit values as of the reporting date and they need to reflect the same practice for previous periods, too. In accordance with the Capital Markets Board's (SPK) Ruling Number 11/367 dated 17 March 2005, the practice of adjusting financial charts according to inflation has ended. Therefore, the financial charts are expressed in terms of the Turkish Lira's purchasing power on 31 December 2004. Entries made after 1 January 2005 for non-monetary items are shown with their nominal values.
(iii) Corrections:
The attached financial charts were prepared in accordance with TMS/TFRS and contain the following corrections not seen in statutory records:
- Adjustment of depreciation and redemption relating to the economic lifespan of material and non-material assets.
- Adjustment of provisions for severance pay.
- The calculation of rediscounting for buyers and sellers using the current rate of inflation for post-dated checks, bills of debt and promissory notes.
- Adjustment of deferred tax.
- Adjustment of provisions for doubtful receivables
- Provisions for law suits
- Adjustment of provisions for decrease in value relating to financial investments
- Reverse entry relating to recognizing tax increases as expenses
- Other
(iv) Comparative Information and Adjustment of Financial Charts Dated the Previous Period:
The financial situation charts and footnotes for 31 December 2016 and 31 December 2015 and the charts and related footnotes for the profits or losses and other covered incomes and changes in cash flow and equity for the years ending 31 December 2016 and 2015 are presented comparatively. The comparative information has been reclassified when deemed necessary so as to comply with the presentation of current term financial charts.
(v) Clarification:
The clarification of financial assets and debts is only possible in situations when it is legally possible and when the enterprise has the intention to do so or when the fulfilling of obligations occurs in parallel with the acquisition of assets.

Work involves general legal translations, technical translations, industrial machinery and household appliances, MSDS, general medical, insurance, condensed financial statements, articles of association/incorporation, Turkish Trade Registry Gazette entries, employment contracts, leasing agreements, military patents... Also, proofreading translations and transcribing English language videos. Accent is not an issue most of the time.
