Source text - Arabic لقرون مضت، شكلت الكثبان الرملية الضخمة المطلة على المياه الدافئة قبالة سواحل جنوب شرق إفريقيا مشهدا خلاباً ومهيباً، باعتبارها جدارا طبيعيا يفصل بين البحر والأرض والبيئة، أما الآن فقد تكون نموذجاً لإمكانية التزاوج بين التطوير والحفاظ على البيئة.
ففي السنوات القليلة الماضية، اجتذبت تلك الكثبان الرملية الممتدة على السواحل الخلابة المجاورة لمدينة "دوربان" شركات التعدين، لاستخلاص الثروات التي قد تحتويها من ثروات معدنية طبيعية، وسط حملات المدافعين عن البيئة المطالبين بالحفاظ على عذرية المكان كمحمية طبيعية.
وقال أندرو دينتو، رئيس شركة "ار بي ام"، وهي إحدى شركات التعدين العاملة في المنطقة: "هذه الرمال معدنية.إنها تحوي معادن ثقيلة من أمثال الزريكون، والروتيل."
تزعم شركة "ار بي ام" على أنها ملتزمة تماماً بأعلى معايير الحفاظ على البيئة، باستحداث برنامج لإعادة تأهيل المنطقة، بهدف إعادة تشكيل الكثبان الرملية والغابات إلى حالتها الأولى بعد عمليات التنقيب عن المعادن التي تشكل نسبتها 5 في المائة من رمال المنطقة.
وتتضمن عملية التأهيل أعادة صب الكثبان ونثر التربة السطحية التي تحتوي الفضلات العضوية والبذور النباتية التي تتم غربلتها أثناء التعدين، لتتشكل بذلك طبقة رقيقة فوق الرمال، كما تساعد مصدات الرياح، التي أقيمت بالمنطقة، في تثبت الرمال لتبدأ عملية التعافي الطبيعية، التي قد تستغرق عقوداً.
وقالت ميشيل بوشوف، مديرة البيئة في الشركة، إن من بين المساهمين في برنامج إعادة تأهيل الكثبان الرملية جامعة بريتوريا، التي تضطلع بجانب الأبحاث العلمية.
وأضافت: "هناك وسائل لتخفيف التأثير.. نحن نقوم بالتعدين والتنمية جنباً إلى جنب.. ويمكننا إثبات أنها إعادة تجديد طبيعية قابلة للحياة وهو خيار جيد."
وفي المقابل، يعارض المدافعون عن البيئة عمليات التعدين بالتأكيد على آثارها الجانبية نظراً للأضرار التي قد تتسبب بها للنظام البيئي في المنطقة.
وينظر جيريمي ريدل، وهو محام مختص في قضايا البيئة، عمليات التعدين، باعتبارها عملية "تدميرية شاملة "، ويضيف: إنها تغيير بالكامل لتشكيل المنطقة، يجري العبث بكثبان رملية ترتفع لثمانين متراً ثم يعاد تشكيلها بطريقة لن تعود معها أبداً لهيئتها الطبيعية."
ويتواصل الجدل بين المدافعون عن البيئة وقطاع التعدين الذي يدعي بأن عائداته قد يخصص جانباً منها للحفاظ على النظام البيئي، وهو ما يرد عليه الطرف الأول بأن السياحة البيئة للمنطقة الطبيعية قد توفر بدورها البديل الاقتصادي الذي يوفر عائداً مالياً ويحافظ على طبيعة المنطقة في آن واحد.
Translation - English For centuries, the massive sand dunes stretched along the warm waters off the south east African coast have formed fascinating and magnificent sight as a natural buffer between the sea, the land and the environment. Now, though, they could be a model for how to combine development and environmental preservation.
Over the past few years, those sand dunes stretched on the fascinating coasts near the city of Durban have attracted mining companies to extract the natural mineral resources that they might contain, while at the same time environment protection campaigns demand the protection of the unspoiled nature of the place as a nature reserve.
Andrew Denton, general manager of "RBM", one of the mineral companies working in the area: "These are mineral sands. They contain heavy mineral content in them, such as Zircon and Rutile."
RBM claims it is committed to achieving a high standard of environmental care by developing a rehabilitation program for the area that aims to restore sand dunes and forests to their original state after the excavation of mines which cover five percent of the sand in the area.
The rehabilitation process involves re-piling the dunes and re-spreading the topsoil that contains organic waste and plant seeds, dispersed during mining process, in a thin layer above the sand. Similarly, windbreaks erected in the area help stabilizing the sand to start its natural recovery process, which could take decades.
Michelle Boshoff, the company's environmental manager, said that one of the contributors in the rehabilitation programs is the University of Pretoria, which excels in the field of scientific research.
She added, "There are ways to lessen the impact. We carry out mining and development work side by side. We can prove that natural restoration is viable. It's a good option."
On the other hand, environmentalists oppose the mining process by emphasizing its side effects due to the damages they might cause to the ecosystem in the region.
Jeremy Ridl, a lawyer specializing in environmental cases, describes the mining process as "completely destructive", adding, "It's a major change to the landscape, anything up to eighty meters of dune gets completely mangled up and rehashed. They put it back together again and you have this sort of consolation that the shape will be the same."
Controversy continues between environmentalists and the mining sector which claims that part of its profits will be allocated to maintaining the ecosystem. The former responds that eco-tourism in the region can provide an economical alternative that generates income and also preserve the ecosystem.

Source text - English David Cameron used his round of eve-of-conference-speech interviews yesterday to reveal a little more on the vexed issue of a European referendum, saying it would be the “cleanest, neatest, simplest” way to settle this country’s future relationship with the EU. The more naive may have thought that this was a pretty clear indication that there will be a national plebiscite at some time in the next few years. After all, it is 37 years since the British people last had a direct say on our place in Europe.
In fact, the Prime Minister intended nothing of the sort. For in the same interview he argued that the crisis in the Eurozone created an opportunity for Britain to get a “fresh and better” settlement with the EU, which would then require the renewed consent of the electorate “either at a referendum or a general election”. And it is the general election option that remains the Government’s preferred policy.
So why did Mr Cameron feel the need to set the referendum hare running once again? Well, a struggling economy has made this a tricky mid-term conference, and a hint at a vote on Europe will always appeal to some of his critics on the Right. But the Prime Minister needs to tread carefully. Three years ago, he abandoned his “cast iron guarantee” that the Tories would hold a referendum on the terms of the Lisbon Treaty. He argued that as the treaty had been ratified by all 27 member states and was, as a consequence, being incorporated into EU law, there was no more point in calling a referendum on the issue than there would be in calling one “to stop the sun rising in the morning”. The U-turn remains a source of deep grievance with a great many Conservatives.
Mr Cameron is right to say that the economic meltdown in the Eurozone must lead to profound changes in the structure of the EU and that this offers Britain a golden opportunity to recalibrate its relationship. The constitutional impact of such a new settlement promises to be every bit as far-reaching as that which accompanied our joining the then Common Market.
