The Human Rights Council this afternoon held a panel discussion on the
role of the United Nations system in advancing the business and human rights agenda through embedding the Guiding Principles on Business and Human Rights in the post-2015 framework and related United Nations strategies, policies, and processes.
Navi Pillay, the United Nations High Commissioner for Human Rights, said in an opening statement that the business of trading had sustained billions of lives around the world since the beginning of time and it was a mistake to demonize globalization. It was true however that globalization had created dissonance due to competing interests so business activities had to be checked in order to avoid human rights violations. Governments were obliged to protect employees through effective legislation, yet they failed to regulate the human rights impact of business or to ensure access to justice for victims. The United Nations had a role to play in integrating the business and human rights agenda into its work. It could incorporate the Guiding Principles into its post-2015 framework as well as into its strategies for partnering with business.
The panellists were Ursula Wynhoven, the General Counsel and Head of Human Rights at the United Nations Global Compact; Kristin Hetle, Director of the Strategic Partnerships Division at United Nations Women; Shireen Said, the Senior Policy Advisor on Human Rights at the United Nations Development Programme; Leila Pakkala, the Director of Private Fundraising and Partnerships at the United Nations International Children's Emergency Fund; and Elisabeth Tuerk, Legal Expert in International Investment Agreements at the United Nations Conference on Trade and Development.

عقد مجلس حقوق الإنسان بعد ظهر اليوم حلقة نقاش حول دور منظومة الأمم المتحدة في تطوير الأعمال التجارية وحقوق الإنسان من خلال تضمين المبادئ التوجيهية الخاصة بالأعمال التجارية وحقوق الإنسان في إطار ما بعد عام 2015، والاستراتيجيات والسياسات، والعمليات الخاصة بالأمم المتحدة.
صرحت نافي بيلاي مفوضة الأمم المتحدة السامية لحقوق الإنسان في كلمتها الافتتاحية أن أعمال التجارة قد حافظت على حياة الملايين في جميع أنحاء العالم منذ بداية الزمن، وأنه من الخطأ القيام بتشويه صورة العولمة. علي الرغم من ذلك فانه يصح القول بأن العولمة قد خلقت تنافراً بسبب المصالح المتنافسة لذلك وجب التحقق من الأنشطة التجارية من أجل تجنب انتهاكات حقوق الإنسان. و قد اضطرت الحكومات لحماية الموظفين من خلال تشريعات فعالة، ولكنها فشلت في تنظيم تأثير حقوق الإنسان على العمل أو في ضمان ايصال العدالة للضحايا. وقالت إن الأمم المتحدة تلعب دورا في دمج الأعمال التجارية وحقوق الإنسان في عملها. ويمكن أن تتضمن المبادئ التوجيهية في في اطارها لما بعد عام 2015 بالاضافة الى استراتيجيات الشراكة مع قطاع الأعمال.
وقد شارك في الحلقة كل من أورسولا ينهوفن المستشار العام ورئيس حقوق الإنسان في الميثاق العالمي للأمم المتحدة؛ و كريستين هيتل مدير شعبة الشراكات الاستراتيجية في هيئة الأمم المتحدة للمرأة؛ و شيرين سعيد مستشار أول للسياسات لحقوق الإنسان في البرنامج الإنمائي للأمم المتحدة ؛ و ليلى بكالا مدير مكتب الأمم المتحدة لجمع التبرعات الخاصة والشراكات في صندوق الطوارئ الدولي للأطفال، وإليزابيث تويرك الخبير القانوني في اتفاقات الاستثمار الدولية في مؤتمر الأمم المتحدة للتجارة والتنمية.

EUSTACE LAKE, Member of the Parliament of Antigua and Barbuda and Chairperson of the Commonwealth Caribbean Parliamentary Human Rights Group, said that the Commonwealth Caribbean Parliamentary Human Rights Group had been established as the main outcome of the Caribbean Regional Seminar for Members of Parliament on the role of parliamentarians in the promotion and protection of human rights. Mr. Lake highlighted the potential of the Belgrade Principles on the relationship between national human rights institutions and parliaments. Among other things, the Belgrade Principles included guidance on the financial independence, and the appointment and dismissal process of members of national human rights institutions. They were therefore of particular relevance to Caribbean countries, many of which had established institutions responsible for dealing with maladministration. The Commonwealth Secretariat supported initiatives aimed at the establishment and strengthening of national human rights institutions. Programmatic activities in that respect were often developed upon the request of Commonwealth Member States on the basis of accepted Universal Periodic Review recommendations. Mr. Lake stressed the importance of strengthening the cooperation between parliaments, national human rights institutions and civil society.

صرح يوستاس ليك عضو برلمان دولة أنتيغوا وبربودا ورئيس جماعة حقوق الإنسان التابعة لبرلمان الكومنولث في جزر الكاريبي، أن جماعة حقوق الإنسان التابعة لبرلمان الكومنولث في جزر الكاريبي قد أنشئت كنتيجة أساسية للمؤتمر الإقليمي لأعضاء البرلمان في منطقة جزر الكاريبي و الذي دار حول دور البرلمانيين في تعزيز وحماية حقوق الإنسان. حيث أبرز السيد ليك مدى تأثير مبادئ بلغراد على العلاقة بين المؤسسات الوطنية لحقوق الإنسان و مجالس البرلمان. حيث تضمنت مبادئ بلغراد توجيهات لتحقيق الاستقلال المالي بالاضافة الى اجراءات تعيين وإقالة أعضاء المؤسسات الوطنية لحقوق الإنسان من بين أمور أخرى. مما جعل مبادئ بلغراد ذات أهمية خاصة لبلدان منطقة جزر الكاريبي مما ترتب عليها انشاء المؤسسات المسؤولة عن التعامل مع سوء الإدارة. كما دعمت أمانة منظمة الكومنولث المبادرات الموجهة إلى إنشاء وتقوية المؤسسات الوطنية لحقوق الإنسان. حيث تم تطوير أنشطة منظمة في هذا السياق بناء على طلب الدول أعضاء منظمة الكومنولث على أساس التوصيات التي تم قبولها في المراجعة الدورية الشاملة. كما أكد السيد ليك على أهمية تعزيز التعاون بين مجالس البرلمان والمؤسسات الوطنية لحقوق الإنسان والمجتمع المدني.
