cultural heritage preservation actions

It would seem that they are discussing the actions that are either included in the Civil Code or the Act on Environmental Management. Seeing as the environment is mentioned, I think in this case, "patrimonio" is referring to the "(cultural) heritage" of a region.

Estoy de acuerdo con Helena Chavarria. Parece que el texto se refiere a acciones emprendidas para conservar el "patrimonio", más bien colectivo, del país (y que contempla el Código Civil)... No a las acciones LEGALES entabladas para litigar por el patrimonio/los bienes de un particular.

Sin embargo, como no queda totalmente claro si el patrimonio es cultural/artístico... yo me ceñiría a la traducción literal.

proprietary remedies

as an afterthought and remedies in the sense of causes of action. Proprietary proceedings doesn't really work.
Example sentence:
