Would this be the mayor? Or is he just the chief of the civil registry?

Thomas West, III. Spanish and English Dictionary of Law and Business.

"jeve civil: (Ven) registrar, Vital Records Official"

Instead of "civil registry" the phase "vital records" sounds much better

Go Badgers! I got my M.A. in Spanish at the University of Wisconsin Madison. When were you there?

I got my M.A. from Madison in 1977 and specialized in Spanish linguistics while I was there. At that time State Street was not enclosed and the Mayor was Mayor Soglin. I have a son that was offered a full fellowship to get his Ph.D. at Madison this last fall, be he opted for Brown instead. Small world!
Note from asker:
Oh yeah, I realize that about 'vital records' (I'm from the U.S.)... Thanks for the reminder!
Hey, that's pretty cool! I am originally from Wisconsin (Milwaukee area) and I graduated from UW-Madison in 1994 and continued to live in Madison until August 2001.
