this term appears in relation to a set of documents needed to follow through in a procedure. the word "expedient" seems too formal. i'm considering dossier or file. the following is an excerpt of the text.
"Cuando el expediente se encuentra conforme, el Capitán de Puerto lo devuelve al interesado, conjuntamente con dos copias de la solicitud y del plano."

I think "file" could be too highly associated with computer technologies whereas "dossier" is more general.

files

In this context, where XXX might have his/her YYY's "in order," I'd go with the plural form (even if all the records are in one "file").
