In addition to my examples below, here is another one (from the UK government): http://www.culture.gov.uk/creative/pdf/letter_to_GDavies1102... And like the asker and cloudy stated, the "greetings" part of the sentence may be ommitted.

Look, when business people have met they can say any number of things. One thing is for sure. They would never start a letter with: the purpose of this letter. The letter will always start with "I". A million things could follow that. Good luck!

but I have seen "I am writing to welcome you" or "Thank you for your enquiry" all this right after "Dear Mr/Mrs xxxx

In general there is very brief greeting or none they just go to the subject they are writing about. All the flowery language you find in Spanish letters just is not used in English, let alone business letters so I've not seen "I'm writing to say hello"
