In addition to meaning "to grant", "otorgar" also means "to execute". In this case, services are "rendered" rather than "executed".
You may sometimes find something like "contrato otorgado", which would literally be "contract executed", or from there you could take it to "contract entered into". The meaning of "to execute" for "otorgar" opens other doors for you.
