I feel that инкрустация should not be taken too literally, and is just an example of a critic using 'expressive' language (something I come across very often in translating art criticism). My reading of the text is that concerts of other festivals performed Gubaidulina's music together with classical music (i.e. not modern), whereas in this festival the other works performed are by contemporary composers.

This is, IMO, the basic meaning - incorporated elements. I doubt they are ornamental or decorative a la baroque or rococo, since they come from modern music. Like "inlays" they are elements incorporated within the larger piece.
