An it is quite common here University departments always compete in one way or another: academic results, sports activities, number of students involved in different clubs, number of award winning research papers and so on and so forth

It is not about the university rating, though Each department within this university can score a particular rating, which can rise or fall, depending on how many students from each department are awared these special scholarships, designed by the Fund
